NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

CONSENT AGENDA
The following items are of a routine or administrative nature. The Commissioners' Court has been furnished with background and support on each item, and/or it has been discussed at a previous meeting. All items will be acted upon by one vote without being discussed separately unless requested by a Court Commissioner, in which event the item or items will immediately be withdrawn for individual consideration in its normal sequence after the items not requiring separate discussion have been acted upon. The remaining items will be adopted by one vote.
On motion by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., seconded by COMMISSIONER PCT. 3, JOE M. FLORES, the Court made a UNANIMOUS vote of approval for the exception of Items. 8.H, 3.A and 3.D. to be pulled for discussion.
Vote: 5 - 0 - Unanimously
Approval to transfer lapsed salaries from various departments to the Countywide Adm.-Contingency account.
Judge Garcia stated his concerns about the transfer lapsed salaries from various departments. Sergio Cruz clarified that this was due in part to salary sweeps which are used for items that may come up throughout the year and it is not part of the fund balance. Mr. Valde Guerra added that this is part of their working budget for the year and these are areas were lapses occurred and for certain reasons they are swept and put in the county wide contingency account for tracking purposes. From the contingency account they are moved to areas that need to be funded, as for example the major rain event that affected the county. Mr. Guerra clarified to Judge Garcia that this is a line item contingency account. Mr. Cruz continued by making it clear that this is basically a holding account. Judge Garcia questioned if this money was being added to the unreserved fund balance from the sweeps. Sergio restated that this is not added to the fund balance however, at the end of the year all additional balance is rolled over to the county’s fund balance. Mr. Cruz also mentioned to Commissioner Palacios that this is always brought to court when it is being rolled over to the fund balance.
On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval on 3.A and 3.D

Court proceeded to Item.3.D.
Approval of 2015 interdepartmental transfer within Certificate of Obligations Series 2014 from program (200) and program (192) to program (198) in the amount of $ 51,268.00.
Approval of interdepartmental transfer from Co. Wide Adm.-Contingency to Pct. 1 Sanitation (program #001) and Pct. 1 Parks (program #013) in the amount of $72,000.00 to fund security services & brush/debris collection services.
Approval of interdepartmental transfer from Co. Wide Adm.-Contingency to Visiting Judges in the amount of $160,000.
Mr. Cruz clarified to Judge Garcia that this amount was not allocated in the regular budget process; nonetheless it is part of the contingency fund.
On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval on 3.A. and 3.D.

Approval to pay International Right of Way Association membership dues for Mr. Joe Ochoa with authority for the County Treasurer to issue check after review, audit, and processing procedures are completed by the County Auditor. (Req # 285447)

Requesting authority to enter into a 36-month new (capital) lease copier for a WC7835PT through our membership/participation with (DIR) Department of Information Resources awarded vendor, Xerox Corporation DIR-TSO-3043 through Requisition #284199 in the amount of $162.01/month-equipment, B/W impressions @ $172.01/month effective upon approval.
