BE IT REMEMBERED, that on this 2nd day of November A.D., 2015, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

1. Approval of continuance of local state of disaster under Texas Government Code Section 418.108
Emergency Management Coordinator, Ricardo Saldaña appeared in court to request Judge Garcia an extension of the local state of disaster. Mr. Saldaña petitioned this extension as a precaution to the possible rain event coming up the first weekend of November. He communicated that Hurricane Patricia affected areas that were dealing with previous flooding. As an example of this storm strength, precinct 1 received over 10 inches of rain as well as the counties of Cameron and Willacy. What’s more, Mr. Saldaña commented on the damages caused by Hurricane Patricia in the San Antonio area. He reported that this area did not seem to have been expecting such an impact; therefore he is asking to keep the local state of disaster as a precaution. Judge Garcia requested the total amount of Hidalgo citizens affected by the continuous rains. Mr. Saldaña gave him a total of 3,000 households affected so far. Judge Garcia questioned the benefits that would come with the extension of the proclamation. Mr. Saldaña advised of the practical benefit this would bring, not only to the individuals but also directly to the county. Should the county be stroked by another heavy rain this would be a continuation of the previous events. In such case, the State of Texas together with FEMA would create one model for the state of Texas to send to Washington. Therefore this would be a follow through in case more citizens become affected. Commissioner Cuellar asked Chief Saldaña about the time frame to keep the local state of disaster. He informed the commissioner that this would be indefinitely, until they make the decision to terminate.
On motion by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.
Vote: 3 - 0 – Unanimously
2. Activate Contract with Ashbritt, Inc. under that certain Mutual Benefit and Use Agreement with the City of Kingsville, Texas
Mr. Ricardo Saldaña petitioned authorization to reactivate contract #C-15-258-08118 if a need arises. He clarified to Judge Garcia that this is not a reactivation of the City of Kingsville agreement. The reactivation is from the June 2015 contract.
On motion by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.
Vote: 3 - 0 – Unanimously
Prior to closing Mr. Saldaña acknowledged all the dedication and effort done by precinct 1 Commissioner Cuellar and all his staff. They successfully been able to dispatch not only theirs but other municipalities pumps to the affected areas. In returned Hidalgo County has also been able to provide its equipment to other counties affected by the constant flooding. All this work has been done at zero cost of rental of any type of equipment. It has been a team effort done by all the counties, precincts and agencies. Mr. Saldaña personally thanked Commissioner Cuellar, Commissioner Palacios, Judge Garcia, Valde Guerra, Steve Crain and all those who have contribute.
Commissioner Cuellar participated in this sincere appreciation of everyone who has been able to aid his affected precinct. He thanked all the commissioners and their staff, Mr. Saldaña, Judge Garcia, Sheriff’s Department and the Drainage District.
