BE IT REMEMBERED, that on this 8th day of December A.D., 2015, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Drainage District #1 Board of Directors will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Discussion on Hidalgo County Drainage District No. 1 Drainage projects, maintenance and operations
Mr. Sesin discussed the meeting they attended to in Austin. They met with the TCQ in regards to their future Water Management Project, for the east side of the county. He mentioned that the application is in the reviewing process and should receive some comments in January and hopefully have the application approve by next summer.

Presentation and Acceptance of Independent Audit Report for the year ended December 31, 2014.
Ricky Longoria and Adele Felix on behalf of Burton McCumber & Cortez, L.L.P. approached the court to introduce the financial review done by their office. Mr. Longoria commented that they usually don’t audit information from a previous year however; they can’t audit what they don’t receive.
Ms. Felix reviewed the content of the Hidalgo County Drainage District No.1 audit. Under the Government Auditing Standards she examined the information on management’s estimate of the allowance for uncollectible taxes and the management’s useful lives of fixed assets and related deprecation. As well as the disagreements with management, management consultations with other independent accountants, other audit findings or issues, other matters and restriction on use.
Commissioner Flores joined the meeting.
The Management’s Responsibility for the Financial Statements was also reviewed underlining that management is responsible for preparation and fair presentation of these financial statements. Under Opinions, the financial statements referred to above present fairly, in all material respects. The opinion is unmodified meaning, it is a clean opinion and is the highest assurance an audit could get. In continuing with the review she also examined the Statement of Net Position. Ms. Felix remarked the County’s Connection News Letter, indicating that the letter provides the sufficient information to the public. Under the general fund there was an unassigned fund balance of $16,769,038 giving an increase of 2.2 million.
Finally Ms. Felix reminded the board that unlike the county there is no single audit for 2014 as there are no federal expenses during the year. For 2015 there was grant money received for the district and it may subject to audit.
On motion by BOARD MEMBER PCT. 1, A.C. CUELLAR, JR., seconded by BOARD MEMBER PCT. 2, EDUARDO “EDDIE” CANTU the Board made a UNANIMOUS vote of approval.

Requesting approval to accept final negotiated Letter of Agreement for Financial Advisory Services from Estrada, Hinojosa & Company, Inc., approved for negotiations by the HCDD1 Board of Directors on November 17, 2015.
The letter of angagement is a 3 year term with a 2 year option to renew.
