SPECIAL MEETING - March 31, 2016

BE IT REMEMBERED, that on this 31st day of March A.D., 2016, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Roll Call

All members of the court were in attendance.

Court opened at 10:46 a.m.

Court recessed the 10:30 a.m. meeting at 10:47 a.m

On motion by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval to recess the 10:30 a.m. meeting.

Vote: 5 - 0 – Unanimously

Judge Garcia requested to recess court at 10:47 a.m.

On motion by COMMISSIONER PCT. 4, JOSEPH PALACIOS, seconded by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., the Court made a UNANIMOUS vote of approval to go into recess.

Vote: 5 - 0 – Unanimously

Court reconvened the 10:30 a.m. meeting at 11:05 a.m.

Judge communicated that in order for any action to be taken an additional special meeting needed to be scheduled.

Millennium Engineers Group, Inc. DID NOT PRESENT.

Ms. Salazar mentioned that two people tabulated the scores.
 
On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., the Court made a UNANIMOUS vote of approval.

Vote: 5 - 0 – Unanimously 

Ms. Salazar informed the court that as per the numbers and the scores, the scores would indicate that the highest numbers would be pointing out to Terracon, L & G, Raba Kistner and PSI.

Once more, she reminded the court that Millennium did not present. 

2. Authority to commence negotiations for the purpose of finalizing a professional Architectural and Geo-technical & Construction Materials Testing Services contracts with the number one (1) rank firms in each category with HCCC choice to name lead negotiator(s) with assistance from engage legal counsel, Hon. David D. Peden.

Ms. Salazar mentioned that this would be with the assistance of the Purchasing Department and the engaged attorney Mr. Peden.

Commissioner Flores questioned the insurance requirements.

In regards Ms. Salazar informed to him that that’s part of their negotiations and will be giving orders on that. They’ll also be sending letters for them to come and present.

Judge Garcia informed Ms. Salazar that he would like to present.

Commissioner Palacios double checked with Ms. Salazar about the process if in case the firm could not fulfill the agreement, stating that they will follow the order of the rank.

On motion by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., seconded by COMMISSIONER PCT. 2, EDUARDO CANTU the Court made a UNANIMOUS vote of approval

Vote: 5 - 0 – Unanimously

Court recessed at 11:20 a.m.and moved to the 9:30 a.m. meeting.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.

Vote: 5 - 0 – Unanimously 

Court reconvened the regular 9:30 a.m. meeting at 11:20 a.m.

Judge Garcia took time to acknowledge and thanked all the firms for their participation in this important process.

Court proceeded to item.6.A.1 Selection of Architect Firms.

On motion by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU the Court made a UNANIMOUS vote of approval.

Vote: 5 - 0 - Unanimously
There being no further business to come before said

Court, the meetings of the Commissioners' Court and the

Drainage District #1 Board are now hereby adjourned.
