Coach Abraham Adriano thanked Commissioners Court for taking the time to recognize the team. He also thanked the girls for all their work put into the game and to their academics.

Mr. Crain explained that the agreement that was previously signed has not change, the agreement that changed is the agreement between the City of McAllen and the developer, which the county is not part of.

Discussion South Texas MCO Pass-Through Payment Pilot Program.
Mr. Carlos Safarini informed the court about the new federal change that allows for safety net hospitals to access a new kind of supplemental payments. Those payments would require collaboration not only from the local safety net provider, but also in Webb County, Cameron County, Maverick, among others. What they're seeking to do is to coordinate amongst all counties that have the local provider participation funds, and see if they can find a way to access the new payments. They are stipulating that the benefit across the safety net across the region of South Texas would be $102 million dollars per year.
Further, he emphasized that not one single dollar would be required from the traditional county budget. It would be completely funded by the local provider participation fund. Mr. Safarini advised that this is a fund created by the hospitals, in collaboration with the county.
Commissioner Cuellar stepped away from the meeting.
According to Mr. Safarini, the rest of the State is trying to replicate what was done with the local provider participation fund, as well as with the new supplement payment. They have met with the governors' office and federal government as well. This was adopted on May 6, 2016.
Commissioner Cuellar joined the meeting.
It was emphasized by Mr. Safarini, that this program has nothing to do with the hospital district. He also mentioned that they hope to have this program ready by September.

Judge Garcia recognized the work done by county employees for assisting on the May 31, 2016 weather events. The judge notified that the cities of Granjeno, Hidalgo, Madero, Palmview and Pharr, were severely affected by the storm.
Chief Ricardo Saldaña informed that on May 31, 2016 the county was impacted by significant weather event, affecting Madero, Anzalduas Park, City of Granjeno, Chimney Park. The chief thanked Precinct 3 Commissioner Flores, for providing rapid assistance to the City of Granjeno, as well as Mayor Cabrera. Chief Saldaña credited all the departments that came together to serve the citizens of Hidalgo County.
Additionally, stating that the City of Hidalgo saw significant damages done to the State Farm Arena, and damages to an apartment complex. The chief recognized the aid provided to the city by precinct 2. Moreover, over 250 light poles were knocked down from the City of Mission leading to the City fo Granjeno. According to Chief Saldaña, it took AEP and Magic Valley, along with subcontractors, 3 days to power back to the City of Granjeno and Madero.
Chief Saldaña took the time to mention those involved in the efforts, Precinct 1, Precinct 2, Precinct 3, Precinct 4, Hidalgo County Health Department, Mr. Eddie Olivarez, Hidalgo County's Fire Marshall, Drainage District Director Mr. Raul Sesin, Sheriff's Office, Precinct 3, Community Service Agency, Public Affairs, and Hidalgo County Emergency Management. 1) Ema Alaniz Curry Estates Precinct 4, notified Commissioner Palacios that the subdivision is ready for public lighting.

2) Eva Garcia resident from Curry Estates, invited Commissioner Palacios to a general meeting set for July 1, 2016 at the LUPE headquarters to discuss the work that has been done around the community.
3) Amparo Martinez, LUPE, thanked Commissioner Cantu for addressing the issues with Cesar Chavez Road.
4) Sareth Garcia, LUPE, spoke about the health issues her sons has been facing for years. According to Mrs. Garcia, if the hospital district becomes a reality, her son would be able to obtain the proper health care.
5) Lourdes Salinas, Proyecto Azteca, thanked Commissioner Cuellar for always taking the time to listen to needs of the community. She requested the commissioner to provide "No Dumping Signs" for the west and south side community of Indian Hills.
6) Fern McClaugherty questioned the process of Public Participation Form. She informed that the item she had concerns over has been voted on, Item.20.B.

She claimed that the residential property on Shary Road, has become commercialize and that this particular property is part of her community property. She requested to have all these buildings be removed from her property. Mrs. Billman implied that when her husband died in 2003, all compliance related to their divorce should of ended. Further, she claimed that people have tried to remove her from her home claiming the home to be condemn.
8) City of Granjeno Mayor Yvette Cabrera, thanked Commissioners Court for all the support provided during the recent storm that affected the Granjeno community. She acknowledged all the work put in by Chief Saldaña. The mayor gave special consideration to Commissioner Flores and precinct 3 staff.
Judge Garcia congratulated Mr. and Mrs. Townsand for their upcoming 63 wedding anniversary.
9) Virginia Townsand voiced her concerns over the directions of the public participation form. She claimed that the information on top of the form is different than the information provided on the bottom. Mrs. Townsand requested the court to clear the confusion over the form.
Commissioner Flores stepped away from the meeting.
1) Ema Alaniz Curry Estates Precinct 4, notified Commissioner Palacios that the subdivision is ready for public lighting.
Commissioner Flores joined the meeting.
2) Eva Garcia resident from Curry Estates, invited Commissioner Palacios to a general meeting set for July 1, 2016 at the LUPE headquarters to discuss the work that has been done around the community.
3) Amparo Martinez, LUPE, thanked Commissioner Cantu for addressing the issues with Cesar Chavez Road.
4) Sareth Garcia, LUPE, spoke about the health issues her sons has been facing for years. According to Mrs. Garcia, if the hospital district becomes a reality, her son would be able to obtain the proper health care.
5) Lourdes Salinas, Proyecto Azteca, thanked Commissioner Cuellar for always taking the time to listen to needs of the community. She requested the commissioner to provide "No Dumping Signs" for the west and south side community of Indian Hills.
6) Fern McClaugherty questioned the process of Public Participation Form. She informed that the item she had concerns over has been voted on, Item.20.B.
In regards to Item.11.A. passed in January 19, 2016, Mrs. McCalugherty questioned the process that took place for the selection of the qualifying employees.
