NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Commissioners Court welcomed the 398th District Court Judge-elected Keno Vasquez and The South Texas Houston Dynamo GU17 girls soccer team. The team is currently State and Regional Champions and are on their way to the National Championship.

Resolution in honor of District Clerk Laura Hinojosa

District Clerk Laura Hinojosa was honored by County Clerk Arturo Guajardo Jr. and Commissioners Court for the recent appointment to the County and District Clerk Association of Texas. The District Clerk was elected by colleagues to serve as Secretary on the Executive Board for the association. Mr. Guajardo informed that both have had the privilege to serve as Regional Directors.

Ms. Hinojosa expressed her gratitude for the election and thanked her incredible Deputy District Clerks and administrative team.

OPSG-FY2015:
Discussion, consideration and action regarding Operation StoneGarden FY 2015

Mr. Guerra advised that this item was in relation to the previous agenda item relating to Operation StoneGarden FY 2015 Grant. He notified of a conference call held with the state and the federal government, hosted by the sheriff. 

Assistant District Attorney Mr. Victor Garza informed the court that the main objective was to overcome the concerns stated by commissioners court regarding any fiscal responsibility, considering that the county wouldn't have the same oversight as in other grant programs. As per Mr. Garza, they received assurances from the Governor's Office informing that they're going to be managing control over proper local spending. Additionally, the county wouldn't have any fiscal responsibility in regards to any spending or none compliant with the grant divisions. According to the attorney, they requested to have assurances in writing, they properly agreed to provide the Sheriff's Office written documentation acknowledging that the county wouldn't have fiscal responsibility as well as precluding the county from entering individual contracts with local partners. 

Mr. Garza notified that they're still waiting on that particular document and recommended approving subject to receiving assurances in writing from the Governor's Office.

Mr. Valde Guerra announced that the individual they spoke to from the Governor's Office was Aimee Snoddy, Director of Homeland Security, Division Office Governor's Office.

On motion by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval subject to receiving assurances in writing from the Governor's Office in connection to Operation SoneGarden FY 2015.

Mr. Guerra notified the court that the issue at hand is that the invoices were not submitted within the appropriate time frame. 

Mrs. Linda Fong noted that invoices #1, #2 and #6 are not going to be process because the attorney signed an agreement acknowledging the requirements to submit the invoices 45 days after the disposition date. 

Once more, Mrs. Fong informed the court that they are not going to pay those invoices due to the amended regulations established by The Board of Judges on February 9, 2015.

Mr. Guerra requested the court approving all invoices as submitted and have the auditor's office take care of the matter.

Open Forum

1)
Mrs. Opal Billman discussed the matter of encroachment of her community property. According to Mrs. Billman, the secretary of state certified two corporations in her son's name. The intention of one of the corporation was to award their community property, and the other corporation to sell. She stated that Joe Billman couldn't have conveyed community property. Mrs. Billman emphasized that her community is not for sell, the estate is currently under the 275th District Court awaiting a fair division. She explained that the law mandates to close the case and remove from the docket.

2) Mrs. McClaugherty thanked the court for recognizing Marty De La Rosa. She further questioned who the overseer for the Head Star Department is. According to Mrs. McClaugherty, no one is showing up to the Head Start Meetings. Furthermore, she questioned the salaries for the Head Start employees. Mrs. McClaugherty informed the court that she has been notified that the department wasn't able to afford land mower tractors because of insufficient funds. However, the executive director is supposedly having a custom made desk. In addition, she stipulated that the executive director is making $96,844 a year and will soon be making $112,985 Mrs. McClaugherty questioned the salary increases for the teachers.

3) Zareth Garcia, LUPE, thanked Commissioner Palacios for attending a meeting regarding all the work being done in precinct 4. Additionally, she stated her support for the health district.
