BE IT REMEMBERED, that on this 23rd day of August A.D., 2016, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Drainage District #1 Board of Directors will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Mr. Sesin led the courtroom in Prayer.

Open Forum
1) K.C. Fletcher spoke about the potential consideration for the development of the strong water detention area, north of the administrative building in precinct 2. According to Mr. Fletcher, precinct 2 citizens and himself prefer to keep this area as walking trails, instead of converting it to a soccer field.
2) Martha Sanchez, LUPE, thanked Commissioner Cuellar and Drainage Director Raul Sesin for meeting with them and discussion several projects.

Discussion on Hidalgo County Drainage District No. 1 Drainage projects, maintenance and operations
Mr. Sesin informed of a meeting held with precinct 1 residents were they were able to discuss bond projects, among other drainage improvements. At the meeting, they received feedback regarding the website and how the public can have easier access to the information posted.
The director stated that they've put together 23 bond projects to present as an overview to the court.
Board Member Joe M. Flores stepped away from the meeting.
He further explained that they have been considering putting out a bid for the improvements of the main water channel structure.

Discussion Consideration and Approval of Mutual Service Agreement between Hidalgo County and the Hidalgo County Drainage District No.1 for services to be provided by the County and the reimbursement by the District as allowed under Section 2 of Inter-local Cooperation Agreement on April 22, 2008. This Agreement is related to the Hoehn Drive Drainage Improvement Project.
