BE IT REMEMBERED, that on this 23rd day of August A.D., 2016, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Presentation and Discussion on the 2017 Budget.
Mr. Cruz informed that although, they're still waiting on the auditor's estimates for 2017, they did provide the office some working numbers. As of now, the working revenue numbers are $193,369,170 about $2 million dollars more than projected.
Since last workshop, there has been personnel changes and are looking at about $2,252,265
The base budget expected after the changes is of $192,395,627
Regarding gas/diesel usage, the estimated price for 2016 is $2.26 and $2.70 per gallon. Mr. Cruz explained there will be a reduction of about $900,000 He informed that this will leave the department with what they spent in 2015. However, they are projecting leaving $600,000 in contingency funds for price fluctuations.
The Museum of South Texas has requested a total funding of $660,000. At an increase of $300,000 for their operational support level. With the increase requested they'll be able to hire staff for their critical areas and provide cost of living adjustments for the staff.
Mr. Cruz encouraged providing the $460,000 however, it will also be for operational support. Commissioner Palacios assured that the additional money requested is essential to help the museum move from a critical stage to a functional stage.
The request for the Hidalgo County Library System, requested an initial amount of $400,000 to establish the e-book collection. An additional $75,000 will be needed to keep funding thereafter. Mr. Cruz explained that the additional money would come from the economical development fund Chapter 381. As of right now, the fund holds about $711,000. Mr. Cruz informed that once they do identify the funds they create a line item to bring back to the court.
Regarding the retirees, they'll be bringing information and analysis to court.
Base on the items presented, the possible increase to the county's budget is of $973,543 for the next fiscal year. Nevertheless, they still have the $2.2 million dollars in personnel requests.
Concerning the road and bridge, they're still waiting on numbers from the auditor's office.
Mr. Cruz noted that if they decide to do a franchise, it will be additional revenues to the county because it wouldn't have those costs. Getting rid of the $5 million dollar sanitation program.
Mr. Raul Silguero presented to the court a packet with personnel information and requests.
