NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

The following items are of a routine or administrative nature. The Commissioners' Court has been furnished with background and support on each item, and/or it has been discussed at a previous meeting. All items will be acted upon by one vote without being discussed separately unless requested by a Court Commissioner, in which event the item or items will immediately be withdrawn for individual consideration in its normal sequence after the items not requiring separate discussion have been acted upon. The remaining items will be adopted by one vote.
On motion by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval for the exception of Item.4.A. to be pulled for discussion.
Vote: 5 - 0 – Unanimously
Court proceeded to Consent Item.4.A.
Requesting approval of interdepartmental transfer from Co Wide Adm-Contingency to Purchasing in the amount of $2,300.00 for payment of invoice for advertising expenses.
Mrs. Linda Fong requested no action on this item. Stating that this is to fund election's advertisement however, the money is being placed under purchasing. Therefore, recommended placing the item under the elections department.
Fong informed the court that as now, it's been funded as contingency to purchasing instead of contingency to elections. However, it can be done as an emergency transfer.
Martha Salazar stated that she wasn't sure if the ad was ran with the purchasing department's account, and this was just a reimbursement.
Mrs. Salazar suggested waiting to make a decision.
Again, Fong recommended no action and if need to be done, could be done as an emergency transfer.
Mr. Guerra suggesting taking action now, and later reclassify the expenditure appropriately if needed.
Court took no action on this item.
Approval of 2016 interdepartmental transfer from Pct.4 Doolittle Recovery Prj to Pct.4 Emergency Srv Linn-SM & Pct.4 CRC Sunflower in the total amount of $3,387.50.
2. Certificate of Water Service Availability under Texas Local Government Code Section 232.029 (c) (2)
1). North Alamo Water Supply Corporation: Light of The Valley Church: Proposing a 12 inch bore casing for a 6 inch waterline along Earling Road, from the centerline of Cesar Chavez Road go west approximately 1,000 feet. Will bore Earling Road from North to South.
2). Sharyland Water Supply Corp.: Road Crossing (Bore): A 12" PVC waterline to be encased within a 20" steel casing to be located approximately 65 ft. West of the intersection of Shary Rd. and 4 Mile Line.
3). Luis Garcia (Owner/Manager) on behalf of Fenech Sole, LLC: Approx. 36.00 linear feet of open-cut, patch and repair for the installation of 60.00 linear feet of 18" class III reinforced concrete pipe culvert across Mile 2 E. with concrete safety-end-treatments at each end.
