Discussion and action ratifying the transfer of Justice of the Peace Precinct 2, Place 2, duties as local registrar to the Clerk of the County of Hidalgo, Texas.

Commissioner Fuentes stepped away from the meeting.

Chief Deputy Annette Muñiz explained that for several years the state has attempt to consolidate local registrars. After several meetings with Judge Jerry Muñoz, duties will be transfer to the County Clerk's Office. Muñiz emphasized that the County Clerk is not a local registrar but are looking forward to streamline services to the county. 

Commissioner Fuentes joined the meeting.

On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval.

Judge Muñoz clarified to the court that he will still be collecting data, the proposal is to keep the actual data at the County Clerk's Office. 

Honorable Arturo Guajardo, Jr. explained that the goal is to centralize all data into one location. 

According to Muñiz, City of Alton will also be transferring data to the County Clerk's Office.

1.  Presentation of Delinquent Tax Collection Report for the period of July 1, 2016  through January 31, 2017.

Commissioner Fuentes joined the meeting and Commissioner Cantu stepped away.

Representative for Linebarger Goggan Blair & Sampson presented the Fees and Fines Activity Report for the period of July 2016 to January 2017.  According to the firm, they always work with people to find a way to pay fines. The firm has taken payments at their office of up to $10 million dollars in delinquent payments and interest. This has eliminate the need for county employees to enter. There was a total of 332 lawsuits disposed for a total of $546,506. In total there was 1,137 lawsuits filed involving $2,093,631 in the seventh month period. Additionally, the Tax Office has issued 75 tax warrants.

Commissioner Palacios stepped away from the meeting.

Further, the tax sale program resulted in 73 accounts paid before sales involving close to $200,000. Also, there was a total of 16 payment agreements in the amount of $16,664 and nine were pulled for other issues. Additionally, 64 properties were sold for a total of $189,956 and sixty-six properties were struck off. Last year, the collection was of $6,540,104 at 21.25% and this year has been of $6,289,999 at 20.30%. As per refunds, the Tax office has been able to refund $281,949 in refunds which come from delinquent tax collection. 

2.  Presentation of Fees and Fines Report for the period of July 1, 2016 through January 31, 2017.

Lucy Canales presented the Fees and Fines Activity Report for the District and County Court at Law 1 from July 2016 to January 2017. In addition to Justice of the Peace, letters mailed, updated address and phone, as well as inbound and outbound collections. The data received from the Justice of the Peace was from March 2016 forward. The amount collected for County Court at Law, District Courts and Justice of the Peace courts was $574,000 during the period of 7 months. Canales advised that this does not include data from precinct 1, they have not handled data to them. 

Commissioner Palacios joined the meeting.

Canales stated to the judge that the delay from precinct 1 could be due to the amount of work it could bring to its office. 

Renan Ramirez commented that the Executive Office along with legal developed a letter for the JP's. According to Ramirez, since the data belongs to each court they need to sign off on it, to allow the the IT department to receive it. However, other courts have signed except for these courts.  

Although, the court will be behind compared to the other courts, Canales assured they will assist them through the process. 

3.  Discussion and action on tax resale bids received on the properties (see attached list).

It was informed that the first tax resell was on February 7, 2017 where 47 properties were put out. In total for all properties the county stands to received over $100,000.

Valde Guerra disclosed that the amount to be collaborated is of $2,500

Discussion, consideration and action providing for public comment on behalf of Hidalgo County regarding the 2016 Texas Floods and Storms recovery funding State Action Plan - US Department of Housing and Urban Development (HUD).

Pepe Caso Chief of Staff for Precinct 4, informed that the GLO has $177 million for CDBG funds for the recovery from the 2016 flood events. Caso stated that they are asking for submittal letter regarding the methodology that will be utilize to disburse funding. In particular, to request that the county obtain funding to conduct a county wide flood management center.  

On motion by COMMISSIONER PCT. 4, JOSEPH PALACIOS, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval.

Discussion and approval to appoint members to the Hidalgo County Historical Commission.

Hidalgo County Historical Commissioner Chair Alex Moreno, Jr.  informed there are three new members to the commission, Ed Vela, Adalia De Luna and Sean Visintainer.

Moreno explained that the commission handles the historical markers and other historical activities of the county. In addition, the state is hoping the commission can also be in charge of historic preservation. The county has over 170 historical markers and it has been hard to keep track of them or maintain. The commission is working on other areas which have not been documented and looking for markers that have been forgotten. 

Moreover, people who did a lot of the work have moved on or can no longer assist. The budget is small and there is no money for maintenance, they are hopeful to recruit volunteers. Additionally, the list of members has trim down to 25 members.

Silguero mentioned that the Bail Bond provides a stipend to a member of the Treasurer's Office to handled the administration business. The person who used to be in charge transferred to another position and the stipend money is being reassign to another person.

Recognition of Antonio Lopez, Weslaco Fire Chief / Emergency Manager, for facilitating a medical counter measures exercise conducted on February 24, 2017.   

Eduardo "Eddie" Olivarez recognized the lead work on fire protection and emergency management accomplished by Chief Lopez. 

The Weslaco Fire Chief recognized  Assistant Chief Jaime Hernandez, Captain Ramirez who is in charge of EMS operations, and Captain Vela who is in charge of fire training and division. 

Mayor of Weslaco and Esther Salinas were given acknowledgements by Chief Lopez.

Commissioner Fuentes praised Chief Lopez for serving the City of Weslaco.

Discussion to inform Commissioner's Court of the pending bills that may impact Hidalgo County.  SB 1680, SB 1681, SB 1695.

Eduardo Olivarez mentioned speaking with Mr. Villarreal from the judge's office in regards to these bills.

SB 1680 talks about developing at task force reporter health officials.

Under SB 1681, they presented a white paper to the state in regards to developing a center to collect viral mosquito borne illness and other diseases. It was presented to Senator Lucio, it became a bill but there is no money attached. 

Olivarez informed that SB 1695 proposes to give county judges the authority to develop mosquito district or tax district. This could only be during an emergency or temporary, he suggested looking more into the bill.

On March 8, 2017 precinct 3 suffered significant rain on the north west side of the county, as well as on the 9th. This was done to be prepared ahead of any disaster. On Friday, Hargill saw major flooding, vacuum trucks were sent out to assist. Yvonne Ramon presented the list of elections for the May 6, 2017 cycle, there are seven contracts. Last day to make changes or register is April 6, 2017.  The first day of voting by personal appearance is Monday, April 24, 2017 and the last day is Tuesday, May 2. All schedules are posted on their website.

The elections administrator notified that they began receiving equipment on February 15, 2017 last shipment was received March 13, 2017. Election employees received the shipment in person, in total they received 1,294 voting machines. Ramon stated that employees worked hard to put together the equipment, while preparing for the May elections. Precinct 4 was recognized for assisting with the removal of trash. It took 20 days to receive the equipment, at the moment they are testing the equipment. 

Hilda Salinas explained the goal of the outreach plan is to educate the media and the public about the new Hart InterCivic Verity voting system. During the first phase, the elections department, election judges and the general public will be receiving training. The second phase will provide open house and town meetings, media outreach, as well participation in various events.

Presentation of 2016 Making A Difference Annual Report by Andrea Valdez, County Extension Agent-Family & Consumer Sciences/County Coordinator

Andrea Valdez presented to the court the activities accomplished for 2016. During the Educational Contacts for 2016 they were able to contact 277,264 with a total of 93,504 educational events. The entire volunteer hours were 46,526 which translates to $1,096.152.56 dollars of salary saved. Their web page was visited 91,329 times.

With the fund granted by the Center for Disease Control, they have been able to work in each precinct. Hidalgo County Child Passenger Safety Program helps educate the public. They have also partnered with Safe Riders to conduct 60 inspections of car seats, 36 car seats were distributed.

Healthy South Texas is another program that educates and encourages to cook healthy. The program extends to Walk Across Texas, Healthy South Texas Youth Ambassadors and Dinner Tonight Healthy Cooking School. 

Valdez also spoke regarding the 4-H Grows Expansion Program, Financial, Marketing and Production Management Cooperative Extension Program Prairie View A&M University, Si Yo Puedo Controlar Mi Diabetes Program, The Hidalgo County master Gardeners and Growing and Nourishing Healthy Communities Program, and Expansion Food and Nutrition Education Program.

Commissioner Palacios recognized the impeccable work done by all the programs. 

Commissioner Fuentes also acknowledged the positive impact the program has done for the youth and the entire community.

The objective watchers also presented a recognition to Commissioner Eduardo "Eddie" Cantu for his dedication to community service. The group specifically acknowledged the commissioner for opposing the health care district.
