NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Drainage District #1 Board of Directors will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Open Forum
Board Reconvened at 10:51 a.m.
1) K.C. Fletcher acknowledged the performance of the levee wall which helped save properties county wide. In addition, he presented a map with the detention area that's being worked on. Fletcher suggested these canals can be utilize to increase the ecotourism. Also, indicated that TxDOT along with the county, have pushed the walkway. However, there might be a loop to leave room for wildlife around the corridors where there is water.
2) Jim Chapman read a letter on behalf of organizations-LUPE, The Lower Rio Grande Valley Sierra Club, Texas Low Income Housing Service, Friends of the Wildlife Corridor, Frontera Audubon, Call to Action Rio Grande Valley, and the Environmental Club at UTRGV. The letter addressed to Judge Ramon Garcia and Mayor Jim Darling request reconsideration of their support on the levee border wall plan, and to withdraw the offer to congress and the Department of Home Land Security. They vocally opposed all border walls, including border walls built into levees.
According to Chapman, most of the people crossing are refugees who do not present a threat to the county. Furthermore, claiming that walls don't stop people from crossing. In addition, Chapman informed that the (IBWC) has informed that all the levees along the Rio Grande and Hidalgo County have been repaired and certified to FEMA standards. Although, they understand the drainage challenges in the county and in the colonias, they are sure that no levee wall will fix the issues. Moreover, it was stated that the map created by Dennenbaum Engineering does not take into account the properties that will be impacted by the levee wall. The map simply draws on a section of the river levee wall where there's not a wall.
Additionally, stated that the map does not determine how residents will have access to their lands, or how this will impact property values. The propose wall will slice through the most visited natures of the county Santa Ana National Wildlife Refuge and San Angelo wildlife refuge, and Bentsen Rio Grande State Park. Chapman noted that the U.S. Fish and Wildlife has said that border walls are not compatible with our wildlife refuge land. He disclosed that these organization and others, are worry about President Trump's immigration policies could mean for the county. Again, restated opposition to any walls.
Regarding the statement, Judge Garcia commented that he and Mayor Darling agree, as they have both testified in front of the congressional committee. The judge explained that neither democrats nor they, have the votes to block it. Given that they are going to be spending tax dollars on something they believe to be useless; at least be put into the improvements of the levees which will benefit local communities. Judge Garcia added that there's an issue to whether or not FEMA is going to be approving the certification, as they believe the wall needs to be raised on the levees another 2 ft. According to the judge, it is best to have concrete walls on the levees to avoid flooding situations in the event of a hurricane or other disasters.
Chapman disputed to the judge saying that perhaps it wasn't his intention, however, by promoting a levee wall he is truly promoting border walls.
3) Rosa Herrera resident of El Ovispado subdivision thanked Commissioner Fuentes for resolving drainage and pavement issues in that area.
Commissioner Fuentes stated he is looking forward to completing that project and thanked the district for partnering with them. The commissioner also acknowledged the presence of some volunteers who travel from Virginia.
