Proclamation declaring September 25 as National Day of Remembrance for Murder Victims and inviting the community to join in the 5th Annual Candlelight Vigil "As Long As I Breathe, You Will Be Remembered," to be held from 6:30 to 9 p.m. at the Boggus Ford Events Center in Pharr.

District Attorney Ricardo Rodriguez thanked the entire court for the proclamation on behalf of all the victims and the irfamilies. The district attorney acknowledged Rosie Martinez for all her work and dedication. He recognized that even when cases are closed in the judicial aspect, it goes on forever for the victims and their families.

1. Presentation of Hidalgo County 2016-2017 Annual Tax Collections Report

Commissioner Cantu stepped away from the meeting.

Tax Assessor and Collector Pablo "Paul" Villarreal presented the 2016-2017 annual tax collection report. Stating that the current delinquent roll bak total for Hidalgo County is $193,593,478.38
Under tax certificate and miscellaneous, hospital district funding, street lighting fees and other revenues the total is $4,794,768 for a total collected of $258,676,411.67

Current collections to date, from 2015-2016 based amount they collected $168,649,063.62 and for this year they collected $176,643,278.06 above last year's collection of $7.9 million.

Villarreal recollect the 5-year tax collection comparison chart, in 2016 it was 93.94%

The tax assessor took the time to acknowledge each of the precincts supervisors, from the Elsa office Hermelinda Esparza, Pct. 1, Daisy Perez from Alamo substation in precinct 2, Lucy Flores from Precinct 1, Weslaco office, Norma Ochoa from the Mission/Palmview office in precinct 3, Mary Alvarado from precinct 4, and Christie Torres, Pharr substation in precinct 2, Herlina Lara from San Juan office, Santos Castilleja Motor Vehicle Manger, and Edgar Jaramillo Executive Assistant and Julio Espinoza Property Tax manager.

2. Presentation of Hidalgo County 2016-2017 Annual Motor Vehicle Report

Santos Castilleja updated the court on the statement of revenues for the motor vehicle department. He disclosed on the vehicle title and registration services, including initial registration license plates and registration stickers, registration renewals, vehicle transfers, and others. 

The total amount of transactions services in 2016 was 774,000 which brought in $167,046,760
already in 2017, they have 391,367 transactions that already brought in $85,000,628
The breakdown transaction base on location, walk-in transactions for basic renewals for passenger vehicles is $84.00 with 15% staying with the county. On the basic title transaction, the county stays with 18% about $5.00 for each transaction. 

Castilleja noted on the organization established at the office to have designated areas for different transactions.

1. Presentation of Delinquent Tax Collection Report for the period of July 1, 2016 through June 30, 2017.

Linebarger representative informed on the Hidalgo County collection activities from July 2016 - 2017 it was disclosed that 137,991 statements were mailed, 37,963 incoming and outgoing phones calls were conducted, close to 7,371 property inspections and home visits were done, and 5,587 office visits were received. 

During the fiscal year, the litigation summary states that they filed 1,769 lawsuits involving $3,089,43 
about 731 lawsuits disposed resulting in collections or judgments of $1,310,001
795 judgments taken with a total of $1,700,475 and 104 tax warrants issued which resulted in $173,535
all in all including tax penalty and interest for the county through June 2017 helped bring in $12.7 million for the county.

At the end of June 2017, the status accounts indicates close to 60,000 delinquent accounts. The total tax accounts county wide are 338,000 about 2% are in bankruptcy and 28% exempt and referral, which are accounts where a homeowner is disable or over the age of 65 and filed an affidavit. Additionally, almost 11,000 accounts are still on litigation involving almost $10.5 million dollars. They also reported about 4,000 accounts under mail, which indicate bad addresses or returned mail.  

Out of the $32 million dollars that are owe to the county, about $13 million are owe in property taxes involves accounts that are less than $1,000.

The new fiscal year that started on July 1, indicates that they are already collected $269,599 and are close to 70,000 ahead of last year.

It was informed that as of this year,  they posted 320 lawsuits for sale, 81 of those paid before the sale at $493,000 and 107 lawsuits were sold for $309,072 to the county, additionally, 20 accounts were pulled because they entered into payment agreement at a dollar amount of $19,664 and and 15 accounts were pulled because of a referrals or filed bankruptcy or received letters of commitments from title companies. Finally, 97 properties wer struck off for $450,075

Commissioner Cantu joined the meeting.

Struck off properties go into the tax resale program, 160 lawsuits that were posted for resale this year. With $2,530,000 place back into the roll back. Additionally, they still have 647,000 pending, but will be here next meeting to get approval for those resales. 

The firm informed that there are four payment centers one in each precinct. 

2. Presentation of Fees and Fines Report for the period of July 1, 2016 through June 30, 2017.

Kelly Salazar disclosed that they collect for the district courts and county courts at law, as well as all justice of the peace courts throughout the precincts. She informed that as of June 2017, for the county courts at law, they mailed out 7,392 letters, 468 addresses and phone numbers were updated, and processed over 3,265 phone calls. On the other side, for the district courts, they sent out 16,823 letters, 1,625 addresses and phone numbers were updated, and 11,689 calls were made. 

Under the justice of the peace as of June 2017, they mailed out over 18,000 letters just in precinct 4, and received over 3,000 calls from precinct 3, and placed over 86,213 calls just in precinct 3, as well. Salazar noted that they have not received any data from precinct 1. They have been able to produced over $1.2 million for Hidalgo County. 

Renan Ramirez explained to the court that they are as current as they can on the data. With regards to precinct 1, he disclosed that the custodian of records is the jp from precinct 1, they have to get permission to obtain that data but have been able to receive permission from precinct 1 jp's.

Sergio Cruz informed that they'll be filling the proposed budget with the County Clerk's Office and the Auditor's Office by tomorrow morning, and have it available for the public. The budget is base on the tax rate of $0.058 per $100 valuation. At the moment they are looking at a general budget of $200,700,095 and a total budget of $282,104,249.75 they have an estimate amount for the fund balance of $27,969 which is roughly about 13.9% of the 2018 proposed budget. 

Commissioner Cantu joined the meeting.
