Requesting authorization for County Judge to sign letter of support for Fiscal Year 2017 TIGER Grant application to be submitted by the City of Pharr 

Michael Leo stated that there is no financial contribution on behalf of the county, just a letter of support. 

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.

Vote: 4 - 0 -Unanimously

Cynthia Garza informed that TIGER funding is a federal project, grant mechanism that is on its 9th round. This year, is a $500 million dollar investment in grant funding. According to Garza, an urban project like theirs could get between $5 and $12 million. This is the first time the city has large infrastructure projects in the port of entry that would qualify for the grant. 

They are submitting three projects that fall under the port of entry. One, is the phase 1 of dry storage, second the cold facility, along with an agriculture laboratory. These are all projects that have been approve by CDP and are currently under the Donations Acceptance Program.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.

2. Appointment of one (1) board member to represent the County of Hidalgo on the Tax Increment Reinvestment Zone Number 2A, City of McAllen, Texas, Board of Directors.

Leo informed that this is a new TIRZ and new board. 

Michael Leo was appointed.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval.

3. Recommendation to designate a second board member to represent the County of Hidalgo on the Tax Increment Reinvestment Zone Number 2A, City of McAllen, Texas, Board of Directors, which appointment will be submitted to the City of McAllen for action.

Proclamation declaring October 2017 as Domestic Violence Awareness month. 

On motion by COMMISSIONER PCT. 4, JOSEPH PALACIOS, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval.

Vote: 4 - 0 – Unanimously

Criminal District Attorney Ricardo Rodriguez, Jr. thanked the entire court for the proclamation. He encouraged the public to speak up against domestic violence, he motivated everyone to stand up for individuals who are afraid to come forward. 

The district attorney thanked all the elected officials, community, advocates, agencies and law enforcement for being present at the press conference this morning. Rodriguez also gave acknowledgment to Rosie Martinez and the crime victims unit advocates, and prosecutors. 

Representative from The Texas Council on Family Violence thanked the court for the proclamation and gave credit for all the work being done in the community to stand up against domestic violence. Maria Gallegos, Maria Guadalupe S., Glenda Wood, and Yolanda De Anda were remembered as victims from Edinburg, Texas. 

Children's Advocacy Center, UTRGV, Office of Violence Prevention, CASA, Fuerza Del Valle, Women Together, Safe Haven for Kids, The Lower Grande Valley Development Council, Hidalgo County Sheriff's Office, Rio Grande Valley Family and Friends of Murdered Children, STC, DHR, Hope Family Health Care, TRL, Angels of Love, The Department of Veteran's Affair, MHP Salud, Nueva Luz Foundation, and all local law enforcement agencies, were acknowledged by the district attorney.

Jaime Flores, Texas A&M representative informed that one of the tasks is to develop OSFF data base, they used 911 data to find septic systems in the county. They will share with the county and all cities.

1)
Fern McClaugherty commented on the procumbent specialist that was created last week, suggesting that this position should be open to obtain a qualified person. She also commented that the tax reduction is only for one year, and the interest debt will continue specially after the new courthouse. Additionally, she claimed that programs such as the Tax Increment Reinvestment Zone Program gives money to the rich and increases taxes to the poor. McClaugherty also claimed that the county votes the chairman for the tax appraisal district.
