BE IT REMEMBERED, that on this 3rd day of October A.D., 2017, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Drainage District #1 Board of Directors will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Board Member Joe M. Flores stepped away from the meeting.
1) Eva Bustos discussed to the court, the issue of her landlocked property on mile 3 between Mercedes and La Feria. She explained that on the south side of the property there's a ditch and a road leading to her property, but is not allowed by the county to use that to get to her own property. Bustos informed she owns property on the north and south of the ditch. Additionally, she stated that all debris cleaned from the ditch is placed in that piece of property. She requested permission to access her property.

2) Maria Infante resident of El Charro No.2 subdivision thanked member Palacios for the work they have been conducting in the neighborhood.

Discussion on Hidalgo County Drainage District No.1 projects, maintenance and operations:
A.) Pct. 4 - Curry Drain
East / West lateral that starts on the east side of Raul Longoria and leads to the 200 acre detention facility. Right now they are focusing between Alamo Rd. and Val Verde. They currently have plans to improve the maintenance operation for the ditch. Construction is expected to start in 2018.
B.) Pct. 4 - J-14 (Border Town, FM 2812 to Mile 22 1/2, Brushline to Sunflower)
North / East that borders precinct 1, they have a regional detention facility that's 95% constructed.
Sesin stated that the border town is approximately 40 acres. However, the main reason they are working on the J-14 is because the west area has experienced a lot of flooding in the past. The director added that there was no drainage from Brushline to Sun Flower, only private ditches. They have partnered with land owners to donate right-of-ways to get people out of water. Sesin reported that they are working with Santa Cruz Irrigation District to take over via interlocal.
Board Member Ramon Garcia reported that a resident reported to him that the drainage for this particular subdivision, was not going to be adequate. Garcia asked Sesin to report to his office to further explain to him how the drainage will be adequate for this subdivision.
Palacios commented that this is the second time they work with developers where they've had historical flooding. He explained that they have retain repeatedly but they have never had an outfall.
Sesin noted that their focus is to get the existing development out of water.
C.) Pct. 1 - Mile 17 1/2 - La Villa Drainage Improvements
Sesin informed that although, is seems like a simple project, they've had issues with gas lines and utilities. They are finally under construction with everything in placed. They partnered with precinct 1 and City of La Villa to adjust a sewer line.

Resolution in support of the Texas Water Development Board and the Valley Legislative Delegation for the $4.5 million dollar grant issued to Hidalgo County Drainage District No. 1 for the Raymondville Drain Project.
Palacios informed that this coming Friday, the chairman of the Texas Water Development Board will be joining them at the historic ground breaking ceremony for the Raymondvilee Drain Project. Placios disclosed that the $4.5 million is the second installment, the first was in the amount of $5.6 million. The member stressed how much they advocate for the money to go straight to construction.
On motion by BOARD MEMBER PCT. 1, DAVID FUENTES, seconded by BOARD MEMBER PCT. 4, JOSEPH PALACIOS, the Board made a UNANIMOUS vote of approval.
