NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Drainage District #1 Board of Directors will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Discussion on Hidalgo County Drainage District No.1 projects, maintenance and operations:
A.) Pct. 1 & 4 - Alamo Lateral
Project starting in precinct 2 and located east of Tower Rd. parallel to Suix and runs north and south about 4 miles. They have widen the system for maintenance and to create more volume. The main drain will take care of precinct 1, precinct 2, and precinct 4.
B.) Pct. 2 RMA Outfalls
Raul Sesin reported that this project is for precinct 2 and precinct 3, they are providing a total of 10 outfalls for Hwy. 365. All these work in 100% reimbursable by the RMA, they are in the process of obtaining some easements. They are hope to do it in-house.
C.) Pct. 1 South Main Drain I from FM 493 to Weslaco North Lateral
Fully constructed system which doubled capacity. They're focusing on north of FM 107 and going all the way to Monte Cristo Rd. to double the system.

Requesting approval to declare Surplus approximately 94,202 Cubic Yards of Fill Dirt from Raymondville Drain (from North Main Drain, Station 4+50, to FM 2812 (County Road), Station 22+50) in as much as an attempt was made for the sale and removal through RFB# HCDD1-17-049-10-04, advertised for (2) weeks, and No Bids were received.
On motion by BOARD MEMBER PCT. 1, DAVID FUENTES, seconded by BOARD MEMBER PCT. 2, EDUARDO “EDDIE” CANTU, the Board made a UNANIMOUS vote of approval.

Requesting approval to accept bids and approval to award a Construction Contract to lowest and best bidder meeting all specified requirements for the project: "Chaparral Drain Improvements -FM493 Crossing", Base Bid and Alternate No. 1, in the total amount of $54,462.00 to GO Underground, LLC. (subject to Legal Approval and Compliance with HB1295).

B. Pursuant to TXLGC 262.031 and in the interest of expediting a project's progress, requesting authority/approval for Drainage District General Manager, Raul Sesin, P.E., CFM, to execute change orders that involve ...'an increase or decrease in cost of $50,000.00 or LESS and in no event to exceed the Change Order's statutory limits...'. The original contract price may not be decreased by 18 % or more without the consent of the contractor".
On motion by BOARD MEMBER PCT. 1, DAVID FUENTES, seconded by BOARD MEMBER PCT. 2, EDUARDO “EDDIE” CANTU, the Board made a UNANIMOUS vote of approval.
