SPECIAL MEETING - November 7, 2017

BE IT REMEMBERED, that on this 7th day of November A.D., 2017, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Drainage District #1 Board of Directors will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Raul Sesin led the courtroom in prayer.

Approval of Consent Agenda

The board moved to approve the entire consent agenda.

Discussion on Hidalgo County Drainage District No.1 projects, maintenance and operations:
A.) Pct. 4 - J-09 System

This project is approximately 8.3 miles located in precinct 4, they are currently excavating the main system located east of Jackson Rd. to Ware Road. Precinct 4 is presently doing the excavation of the project, in addition, they have a consultant that's working on the design plans. 

B.) Pct. 2&3 - Mission Inlet Recertification

This is another bond project, going west and crossing 10th St. and continues west on 23rd. St. crossing Ware Rd. and Shary  Rd. proceeding to Bryan and Conway ending east of Inspiration Rd. Sesin noted that this is a 10.6 mile project, the system used to be the old IBWC bypass channel that was used prior to the floodway being destructed. The system extends all the way to Plamview, serving the Mission and McAllen areas. According to Sesin, they'll be submitting a letter of map revision to FEMA to get part of this area out of flood zone. Currently, the project is about 85% complete, however, they will wait until the final design is finalized to submit the letter of map revision to FEMA to be able to get the release of these lands.

C.) Pct. 4 - Trenton Drain Phase II & III

Sesin noted that precinct 4 has taken over the project, the district will be turning all information to them. The project will funded primarily by the general land office.

Board Member Joe M. Flores stepped away from the meeting.

As per Sesin, they'll be receiving about $4 million from the general land office. Originally, they identified $2.4 million but through Urban County they were able to obtain and additional $1.6 that might be eligible.

Requesting authority to advertise and approval of plans and specifications, as attached hereto for: Hidalgo County Drainage District No. 1 -"HCDD1 New Administration Facility- Site Utilities" project (RFB# HCDD1-17-055-11-29), including the re-advertisement of the Request for Bids in the event bids are rejected or no bids are received & project still needed.

On motion by BOARD MEMBER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by BOARD MEMBER PCT. 3, JOE FLORES, the Board made a UNANIMOUS vote of approval.

Requesting approval to allow Hidalgo County Sheriff's office to conduct K-9 Training on District yard located at 902 N. Doolittle.

On motion by BOARD MEMBER PCT. 3, JOE M. FLORES, seconded by BOARD MEMBER PCT. 4, JOSEPH PALACIOS, the Board made a UNANIMOUS vote of approval.

Vote: 5 - 0 - Unanimously

Request approval of  Uniform Policy for Hidalgo County Drainage District No. 1.

Sesin explained that they currently provide six sets of shirts and pants for employees, however they want the board to allow $250.00 stiffen for each employee. 

On motion by BOARD MEMBER PCT. 3, JOE M. FLORES, seconded by BOARD MEMBER PCT. 4, JOSEPH PALACIOS, the Board made a UNANIMOUS vote of approval.

Requesting approval of final negotiated Agreement for Professional Services with L & G Engineering, as it relates to Professional Construction Materials Testing Services-On Call -for HCDD1 Drainage System Projects   (Agreement No. C-HCDD1-17-056-11-07). Approved for negotiations by HCDD1 Board of Directors on October 24, 2017. (Subject to Legal Review and compliance to Form HB1295). 

On motion by BOARD MEMBER PCT. 4, JOSEPH PALACIOS, seconded by BOARD MEMBER PCT. 3, JOE M. FLORES, the Board made a UNANIMOUS vote of approval.

A.  Request approval of S&B Infrastructure, Ltd.’s  Work Authorization No. 20 in the amount of $334,000 for work associated with General Contract Management (GCM) and related services for the Raymondville Drain Project. Said Work Authorization will be issued out of the Fund 132 - the 2008 Bond series funds that were allocated for the Raymondville Drain Project.

On motion by BOARD MEMBER PCT. 4, JOSEPH PALACIOS, seconded by BOARD MEMBER PCT. 3, JOE M. FLORES, the Board made a UNANIMOUS vote of approval.

Vote: 5 - 0 – Unanimously
 
B.  Request approval of a Budget amendment in the amount of $ 4,500,000 of revenues that are due to be received by the District through a grant award from the Texas Water Development Board.  These Funds are to be appropriated for the construction of Raymondville Drain Phase 1 – Segment 1 in Hidalgo County.
 
On motion by BOARD MEMBER PCT. 4, JOSEPH PALACIOS, seconded by BOARD MEMBER PCT. 3, JOE M. FLORES, the Board made a UNANIMOUS vote of approval.

Vote: 5 - 0 – Unanimously

C.  Request approval of S&B Infrastructure, Ltd.’s Work Authorization No. 21 in the amount of $60,000 for engineering services related to the development of a Mitigation Plan for Hidalgo County Drainage District No 1.  The Work Authorization is funded by Hazard Mitigation Grant Program, DR - 4223, Memorial Day 2015 Flooding, (CFDA) 97-039 FEMA Project Number DR-4223-033 Grant that was  approved by the District's Board on October 25, 2016

On motion by BOARD MEMBER PCT. 4, JOSEPH PALACIOS, seconded by BOARD MEMBER PCT. 3, JOE M. FLORES, the Board made a UNANIMOUS vote of approval.

Vote: 5 - 0 – Unanimously

D.  Approval of Budget Amendment in the amount of $60,000 to  the District General Fund (15,000 for matching and $45,000 in Hazard Grant) to fund the above mentioned work authorization 21 for the District's Mitigation plan.

On motion by BOARD MEMBER PCT. 3, JOE M. FLORES, seconded by BOARD MEMBER PCT. 4, JOSEPH PALACIOS, the Board made a UNANIMOUS vote of approval.
