Dr. Ruben G. Flores, Professor of Applied Science in Organizational Leadership at South Texas College introduced to the court the upcoming on-line degree programs. According to Dr. Flores, they have established a 60x30T strategic plan meaning that by 2030 at least 60% of Texans ages from 25 to 34 will have a certificate or degree. The goal of the program is to also reduced student debt.
Court gave permission to South Texas College to schedule presentations with county departments to present their programs to employees.

Approval of Certificate of County Judge of Hidalgo County, Texas approving the Issuance of Bonds by the Public Finance Authority for the benefit of Prime Healthcare Foundation and certain of its affiliates, including Knapp Medical Center and Mission Hospital, Inc. with authority for County Judge to sign
Valde Guerra stated that this has been done before and it does not financially obligate the county. This is just an administrative process.
It was explained that Prime Health Care, a national corporation which owns several hospitals throughout the country can issue tax exempt debt to purchase, rehabilitate and fix up hospitals. Prime Health Care owns Knapp Medical Center and Mission Hospital. In order for them to be tax exempt, federal tax law requires that there be a public hearing held in the county where some of these hospitals will be rehabilitated. Public notices were posted for the public and a public notice was held outside. Again, this is an administrative process required by the tax code.

Fern McClaugherty questioned if this matter would affect county tax payers. On that note, Valde Guerra stated that this would not affect Hidalgo County tax payers.
