NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.

Vote: 5 - 0 - Unanimously

Court approved a proclamation declaring December 3, 2017, as Tubachristmas Day in Hidalgo County in recognition of the upcoming Tubachristmas event being held this weekend at the Nikki Rowe High School gymnasium. Students from Austin to Roma City come to take part in the event.

Discussion, consideration and action authorizing the submission of the 2020 Census Local Update of Census Addresses Operation (LUCA) Registration Form on behalf of the County of Hidalgo

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.
                               
Vote: 5 - 0 - Unanimously

Judge Garcia disclosed that they have created a committee to start addressing census issues. According to the judge, they've already met once, with the meeting being well attended by various communities and organizations who help make sure the county is properly counted. Judge Garcia noted that it is very important to be well counted to make sure the county gets all entitlements.

The next meeting will be held December 7, 2017 at 9:30 a.m. in the commissioners court courtroom. There will be a census representative on the Local Update of Census Addresses Operation (LUCA) program for the 2020 census. As per the judge, they'll be discussing tragedies on how to best share information with the community and encourage participation.

4. Approval to appropriate funds in the amount of $14,895.00 for USMS overtime funding.

1) Update on ongoing county owned building construction, relocation and/or renovation repair projects

Valde Guerra informed he has been working with Andrea Valdez, Director of Extension Services of Texas A&M in regards to the extension services located inside the DPS building.

Commissioner Palacios joined the meeting.

Additionally, Guerra disclosed they have been working with the purchasing department and have been able to locate an area for the Veterans Office.

Martha Salazar said she is working with the budget office for the lease of this area.

Guerra noted that if approve by court, they are expected to occupied by January 1.

Pursuant to Health & Safety Code Chapter 121, Sec. 121.021, consideration, discussion and approval to appoint Ivan Melendez M.D. as the Hidalgo County Local Health Authority for the period of December 8, 2017 to December 7, 2019. 

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.

Vote: 5 - 0 -Unanimously 

Dr. Melendez thanked commissioners court for the opportunity to continue serving the constituents, and was sworn in by Judge Garcia.

Discussion on UTRGV's recent grant award (Area Health Education Center (AHEC) and how it will assist with healthcare in Hidalgo County.  

No action taken on this item. 

Jim Barnes questioned if this grant program has to do with educating voters on the health care district. 

Eduardo "Eddie" Olivarez explained that this grant is put out by the Health and Human Services Commission at the federal level, the grant has been in existence in Texas for over 40 years. UT San Antonio, Texas Tech and UT Galveston but now with the medical school down here they've carved out a piece of the grant for the counties of Hidalgo, Cameron, Willacy and Starr. This would allow for the medical school to provide future medical assistance support  for La Victoria, Starr County, Precinct 4 San Carlos and another location in Brownsville. Olivarez noted that this will enhance the hospital care that's happening right now, but it is not health care district related. 

Barnes stated that the grant would be useful to educate people about medical care that come to the county's medical pilot program. 

Commissioner Palacios said this will benefit residents that don't have access to health care and it has nothing to do with the health care district.

Virginia Townsend asked if this was one of those grants the county picks up. 

Olivarez explained to Townsend that this is between UTRGV Medical School and the Health and Human Services Commission at the federal government. 

Fern McClaugherty questioned if this would cost money to the tax payer.

Olivarez and Guerra stated that this would not cost money to the tax payers.

2.  Requesting approval for County Judge to e-sign the TB/PC  Federal grant contract, Data Use Agreement, Fiscal Federal Funding Accountability and Transparency Act,  Assurances - Non Construction Programs and the Certification Regarding Lobbying.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.

3.  Requesting approval of the Certification of Revenue in the amount of $437,771.00. 

On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval.

4.  Requesting approval of the budget appropriation in the amount of $437,771.00 in grant funds and $87,554.00 in local match funds.

1)
Fern McClaugherty claimed that people have lost confidence in their leaders because they are not good steward of public funds. She claimed that through the TIRZ the county is allowing rich developers to pay no taxes. Additionally, McClaugherty questioned the benefits the people will received from the $4 million contribution by the county to the medical school.

2) Maria Elena Lopez informed that the park near her house in precinct 1 is abandoned and disregarded with no light available for children to play. Lopez said she has contacted precinct 1 but has not received a response.

Commissioners Palacios and Flores joined the meeting.
