Classification and Compensation Plan (Grade & Step) Project Status Update
Raul Silguero informed they had about 3,000 positions which needed to be reclassified. The reclassifications were sent out to department heads and elected offices. A follow up was arranged with elected officials in October, where they proposed classifications for the positions in departments and were asked to review and provide feedback with any concerns or issues regarding the proposals. Silguero noted that they had 79 issues, meaning they did not agree with a title or grade. Mr. Valde Guerra was designated arbiter for these issues as he supervises departments under commissioners court. According to Silguero, all issues regarding departments under commissioners court were resolved on September 28. Under elected departments, the district clerk's have stated one issue, county judge's office has 3 issues, the county clerk's office has reported 11 issues, constable precinct 3 has 1 issue. They have provided additional time to allow elected officials to review classifications.
Silguero reminded that the committee assign to resolve issues is made up by Commissioner Palacios, Commissioner Cantu, County Clerk Arturo Guajardo, Jr., and Mrs. Chapa who will brief the judge. Judge Mario Ramirez is representing the judges.

Policies and procedures for the plan, will intel how people get promoted or how to go from one step to another. According to Silguero, in discussions with the judge, one way to move people from step to another could be by merit.

The merit way, will intel the department head to complete an evaluation to be sure the employee exceeds requirements. In addition, another way to move steps could be by incentive increase, employees will be assign a waiving period to be in a step for a certain amount of time, grades 1 to 3 will have to be in that step for 12 months, grades 4 to 6 will have to be there for 24 months.There will also be a performance criteria where the supervisor will certify the employee is meeting job requirements. However, employees that have a disciplinary action within the last 12 months will not be eligible. For the pool of employees who do meet the criteria, it will be brought to court during the budget process.
Silguero noted they hope to resolve all issues and have it become effective by January.

He updated the court on the Area Health Education Centers Program (AHEC), saying they applied for 8 centers and were funded for 3 centers. The three centers have been strategically placed in the counties of Starr (La Victoria), Hidalgo (San Carlos), Cameron (Bob Clark Center). This is a 5 year grant, during year one, they'll develop the centers and hire staff. In addition, Dr. Ronnau credited the federal government and thanked Commissioner Joseph Palacios for all his support, along with the university for supporting.
Moreover, they'll be developing actual clinics with full range services which will begin to be provided in September 2018. They are also required to develop a pipeline program for high school students interested in health care.
Dr. Nelson, Senior Director of Clinical Operations at The University of Texas Rio Grande Valley, informed they're ready for the next step of accreditation on the first week of January. She also informed they currently have nine residencies, 104 medical students interviewing for a third class, over the last fiscal year, they've had greater than 45,000 patient visits.
Commissioner Cantu encouraged Mr. Olivarez to continue these type of partnerships.
