BE IT REMEMBERED, that on this 19th day of December A.D., 2017, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Drainage District #1 Board of Directors will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

1) Martha Sanchez with La Union Del Pueblo Entero (LUPE) petitioned the board to consider the Spanish speaking constituents. She said it was their legal right to have translation during the meetings, especially during the drainage meetings.

Discussion on Hidalgo County Drainage District No.1 projects, maintenance and operations:
A.) Pct. 1 - Adams & Black Subdivision
Development located in precinct 1, the area has been improved but are still working to obtain an easement to expand drainage. So far, they have been able to acquire one easement and are working with land owner. This is one of the projects identified under bond issuance, rural development. Once the easement is secured, they'll start construction.
B.) Pct. 1 - Lucero Del Norte
Precinct 1 project which is also identified under bond issuance. The district is working on some of the off-site drainage connection with a contractor on board conducting internal work. The project is a $195,000 contract, the project is about 95% complete.
C.) Pct. 2 - Minnesota & Cesar Chavez Area Drainage Improvement Project
This project will serve several developments in the area. They having working with the irrigation district and have already moved the pipe along Cesar Chavez Rd. they anticipate to finish by January.

Requesting authority to advertise and approval of plans & specifications, as attached hereto for: Hidalgo County Drainage District No. 1 -"Alamo Lateral & Cesar Chavez Drain Phase II Improvements (North of Canton Crossing, Canton Crossing, Alberta Crossing, & Tower Crossing)" (RFB# HCDD1-18-003-01-24), including the re-advertisement of the Request for Bids in the event bids are rejected or no bids are received & project still needed.
