Economic Development:
Discussion and possible action regarding support of Lower Rio Grande Valley Development Council (LRGVDC) Resolution for designation of Opportunity Zones and approval of Hidalgo County letter prioritizing census tracts for Opportunity Zones Program. 

Bobby Villarreal informed that they've been in contact with investors looking to invest locally, after investigating they found that the tax cut bill that President Trump signed in December, allows for an opportunity zone. According to Villarreal, this means that 25% of eligible low income tracts would be eligible for opportunity zone, if invested in those communities. The deadline is March 22,  however, the governor's office wanted the county to submit something by yesterday. Villarreal stated that they believe every eligible tract in the county has the possibility for development, but they've prioritize some. 

According to the map attached, the green area was identified as eligible but the pink area does not qualify due to higher income. Their emphasis are ports of entry, Monte Cristo, and the connection to Cameron County, State Highway 68 and US 281.

Villarreal noted that if they thought any tract shouldn't be entered to advice him of it. Further, he disclosed that for the opportunity zones it would essentially mean that those tracts would get special tract tax treatment. This is not property taxes and it does not involve county dollars. In addition, it was stated that cities also submitted proposals. 

Commissioner Flores questioned the matter of those who own property in the tracts submitted. With that regard, Commissioner Cantu also expressed concerns over property owned by any of the court members, however restated that this is not county money and is not consider county tax increment reinvestment zone (TIRZ). Steve Crain mentioned that even though, this is a federal program, they would be designating tracts to the federal government. Crain recommended abstaining if they had any interest in any of those tracts. Nonetheless, Villarreal stated that this opportunity is mainly for major manufacturing rather than subdivisions. Crain added that if they have property that's already developed they would need to abstain as well. On the other had, he also disclosed concerns over the reduction of taxes for properties they already own. 

Commissioner Flores questioned if they could vote on the item with the disclosure on any interest on any of the tracts. 

Crain questioned Villarreal if this needed to be approve by commissioners court. Villarreal informed that they were asked for a letter of submittal, which they already submitted. However, the resolution has been stated in the agenda. 

Commissioner Fuentes disclosed that his interest is due to working for a developer. 

Steve Crain explained that his concerns would be if any of the court members would be in the position to benefit from their action on this item.

Discussion, consideration and action on Hidalgo County Thoroughfare Plan 2017 Amendments. (HCMPO)

Andrew Canon Director of Transportation Planning, informed that this year they only received two submittals from the City of McAllen. One of the submittals is for additional right-of-way on principal arterial on Ware Rd. between Nolana and Mile 3 from 120 feet to 150 feet. Canon presented a map showcasing that from Mile 5 to Mile 6 it would stay 150 feet of principal arterial but they are asking a realignment to smooth the curve on Ware Rd. 

Action was taken by City of McAllen, as well as obtaining the unanimous approval by the MPO. 

Commissioner Flores questioned the impact for the homes in that area. Canon said this would be a discussion between TxDOT and the residents.

Discussion, consideration and approval of Order supporting the transfer and acceptance of a portion of US Business 281 abutting the Courthouse Square by Texas Department of Transportation.

Valde Guerra informed that they're still waiting on TxDOT's final record of metes and bounds. 

Crain informed that part of US 281 cuts through the courthouse,  TxDOT will be meeting with the commissioners to approve the release of easement and transfer their interest to the county. In 1955, the county and TxDOT worked out an easement to place US 281 through the courthouse square. The Department of Transportation has requested an order from the court in support of release and acceptance of that easement. The engineers will be making that correction which will be attached to the order.

Salazar questioned if the court wish for the purchasing department to select any of these or promote more participation and re-advertise. 

Commissioner Cantu suggested to re-advertise.
