On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval.

Commissioners court approved a resolution urging congress to omit citizenship question on the 2020 Census.
Judge Ramon Garcia explained that the government divides entitlement funds base on population, under the constitution, everyone residing in the country needs to be counted. These funds are related to eduction, health care, Medicare, Medicaid, housing, nutrition programs, roads, CHIPS, Head Start and others. According to Garcia, for every person who is not counted, the region loses out on about $15,780 per person, per decade which is about $157 million per ten thousand people per decade. The judge added that they were undercounted in 2000 and in 2010, this time they want to avoid being undercounted in the 2020. Further, the judge stated that they are looking at about 50,000 undercount, which would equal to a lose of about $750 million and a billion.
Christina Patiño Houle from The Equal Voice Network of the Rio Grande Valley, disclosed that they and other eight none-profit organizations have been working with the judge's office in order to prepare for an accurate count. Stating that for the first time there will be an area census office in Hidalgo County, scheduled to open in 2019.
Maria Romero from La Union Del Pueblo Entero (LUPE) and a volunteer in the 2010 Census, said that it was difficult to obtain all the proper information from residents in 2010. Now, with this citizenship question in the 2020 Census, they fear people will refuse to be counted.
On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval.

1. Approval to reinstate the Hidalgo County Classification and Compensation Plan (CCP) suspended on November 20, 2012 (AI-35333).
Raul Silguero addressed the concern the judge had in regards to the cost endeavor the implementation would have, stating that the general would only have a reduction of about $14,000
As reported by Silguero, there were 500 positions which salaries were less than step one of the classified grade. These positions were adjusted at a cost of $580,000 there were no reduction in salary, people were placed at the proper grade. About 2,000 positions would be classified under this plan, others are classified under the Sheriff's step and grade plan. There are about 337 positions that will not be classified, such as probation, county auditors and court reporters, as those salaries are set by the board of judges. With the new plan in placed, there will be standards and provisions. There will a discretionary option to allow department heads to recruit people with the right skills and education. Silguero advised that they have allowed up to five discretionary steps for the district attorney's office. All discretionary requests will be brought to the court for approval.
Alternatively, they are proposing a more objectivity system to identify merits, "within-step-increase" would be utilize to move people. This new alternative has three factors, good performance, good behavior and time waiting period. Cost of Living Adjustments (COLA) would still be issued across the board. The plan administration would be administer jointly by the human resources and budget and management department. Under the classification list, there are a total of 457 positions that are classified. Silguero explained that if someone is on the last step, they'll still receive the cost of living adjustment, but if someone is on the last step or beyond, they would not receive a step increase, they would have to be below.

There are 11 steps with 21 grades, and 3.5% difference in salary by step, every step is 3.5% increase and 8% difference between grades.

There are 457 classified positions and will be posted on the website. Silguero reminded the court that the previous plan that was implemented in 2010 was suspended in 2012 due to some issues. The plan wil become effective after the first pay period after this meeting on April 30.
