NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Presentation by United Way regarding the Hidalgo County 2017 campaign.

Lilly Lopez-Killea with United Way presented the final results of the Hidalgo County 2017 campaign. Lopez reminded the public that all money raised stays in the county. Volunteers assisted 4,300 families earning less than $54,000 in preparing their income tax returns, thy thanked Commissioner Cantu for lending the tech bus that was used to extent services. Further, the agency provides other services such as, afterschool programs, homework assistance, emergency communication services for the military, shelter for the homeless, victims of domestic violence, and other services.  On average, they serve 260,000 residents in Hidalgo County and Starr County. 

Lopez-Killea presented the top two increases to Urban County with 96% and Precinct 1 with 112%.

Precinct 2, Commissioner Eduardo "Eddie" Cantu team raised $9,000 out of the $46,000 collected. Other members acknowledged were, Elizabeth Gonzalez, David Guerra, Sergio Cruz, Angelica Garcia, Homero Garza, Linda Wasserman, Michael Leo, Commissioner Cantu, Armando Garza, Jr., Olivia Gomez, Armando Salinas, Rogelio Astudillo and Frank Marin. 

From Precinct 4 Juan Vela, and from Precinct 1 Commissioner Fuentes and Juan Gonzalez were recognized, from the purchasing department Hedi Ortiz was also recognized, and from the  WIC department San Juanita.

The court entirely was recognized for placing on 6th place as top donors.

 Presentation of the monthly report by program manager, Jacobs, Inc., of the Construction of the New Hidalgo County Courthouse

Oscar Garcia updated the court and presented some items that have been approve as to date. First, the complete project team of HDR and Morganti are under contract, the schematic design plans have been approved, Jacob's and HDR's independent estimates have been completed, geotechnical and topographical surveys are underway, Closner Road transition to Hidalgo County ownership is in progress.  

Morganti will be putting together a court mock up in June, design development should be completed by July and they expect ground breaking in late 3rd quarter of 2018.

Commissioner Fuentes asked for updates pertaining to any meetings with the City of Edinburg regarding financial matters. With regards, Michael Leo informed that due to the change in administration, the city asked for some time to settle in.

Valde Guerra informed that they sent a letter to the city outlining the areas that needed to be addressed, however, the city advised that there is no resolution in their end.

Hilda Salinas presented a list of the May 5 local elections, the main election will be held April 23 - May 1 with election day being on May 5. On the first and last day of early voting polls will be open from 7 a.m. to 7 p.m. all other days polls will be open from 8 a.m. to 6 p.m. on April 28 polls will open from 8 a.m. to 5 p.m. and closed on Sunday.

Salinas informed that they are still waiting confirmation on the South Texas College location.

  • Reynaldo Cedillo spoke about the property extension to dispute property taxes and stated that after seeking assistance from several elected officials the only one that guided him in the right direction was Judge Ramon Garcia. Cedillo noted that although, the county has not raised taxes, the appraisal district does increase the property value.
  • Fern McClaugherty informed the court that she attended a City of McAllen meeting concerning the sell of infrastructure bonds. According to McClaugherty, the bond sells will be in the amount of $22 million dollars and will include the combination of McAllen and Hidalgo County TIRZ funding. Additionally, she reminded the court to check on the Texas Tropical Center building and what's being administer to the deputies that work there.
