Estimated monthly rate for 142 phones: $7,098.58.

Judge Garcia stepped away from the meeting.

Valde Guerra reported on the e-mail issues the county is currently experiencing.

Renan Ramirez disclosed that the county is currently experiencing an issue with some of the county's e-mail accounts. According to Ramirez, because it is a large environment, any troubleshooting steps they might attempt take hours to resolve. Currently, they're looking at other vendors, and attempting to route some of the more sensitive e-mail accounts to a more stable account.

Mr. Ramirez and Mr. Guerra asked for patience during this issue and recommended using other alternatives for communication.

Commissioner Cantu suggested looking at something else that's more reliable.

Katia Garcia explained that there were several changes to the classification and compensation plan salary schedule, and the classified position list. Changes are due to title corrections, changes of status, job advertisements, and some positions that were reflecting the budgeted amount instead of the actual amount.

Discussion, consideration, and approval of Hidalgo County’s proposed Administrative Policy regarding Essential Employees and inclusion of proposed amendment of Chapter 2 of the Hidalgo County Civil Service Commission Rules related to the definition of “Essential Employee”.

Ricardo Saldaña informed that this policy was approved by the civil service commission on April 19, 2018. The policy will allow to create "essential employees" throughout the county for the purpose of local or state disasters.

Community Service Agency:

1.  Presentation of check from Direct Energy, LP in the amount of $453,595 to the Neighbor to Neighbor Fund, for the benefit of Hidalgo County Residents for utility assistance.  The amount listed is for the combined amount provided to the residents of Hidalgo County over the last 5 years.

Jaime Longoria informed that over the last 5-years, Direct Energy, LP  has donated over $400,000 to the Community Service Agency for distribution to the residents. According to Longoria, in 2016 the agency was able to assist 697 families in the amount of $101,631 and in 2017 the agency assisted 441 families to the tune of $75,306 currently, in 2018 they've helped 493 families in the amount of $473,610

Logoria stressed that through state funding they usually assist about 6% of the eligible families in the county, through private funding they are able to extend the assistance. 

Jessica Mahaffey, Vice President of Corporate Affairs for Direct Energy, said this was a great example of partnership over the last 5-years and understands the extend of assistance the agency provides. 

Armando Dominguez, CSA Board Member, thanked the court for their support and thanked Direct Energy for the donation.

2. Authorization to accept and allocate PY 2018 allocation of $36,000 Neighbor to Neighbor Funds.

Jaime Longoria advised the court that there will be three open forums on Monday, April 30, Tuesday, May 1 and Wednesday, May 2. As part of the community needs assessment process, the agency is required to have the open forums to solicit input from the community in regards to the needs of low income families. Once the forums are done, they put together a focus group in each precinct.

Open Forum
  • Fern McClaugherty encouraged everyone to submit their property protest form by May 15. Additionally, McClaugherty claimed that increases in property values are related to the construction of the new courthouse, and all other additional county expenses. Further, she suggested that the time given to protest property taxes has been reduced. Moreover, stating that the courthouse is empty most of the time. Finally, she said that the item under Health & Human Services / Health Care Funding District, confuses the public to believe the health care district is back again, she asked the court to remove the item from the agenda unless it is really needed.
  • Norma Ramirez, Democratic Chair, made known that she is willing to jointly work with the court regarding issues of health care, census and voting issues. Further, she urged the court to resolve and restore faith in the election process.
  • Jane Cross, candidate for Hidalgo County Judge, voiced her frustration with today's court timing. Cross, claimed that the court does have interest in the property appraise values.
