Fern McClaugherty asked for an explanation as to why this is being conducted with the irrigation district. Additionally, she questioned if this will continue being conducted with more than one water district. McClaugherty also inquired about the amounts attached to this item.
Valde Guerra explained that the controlling document is going to be the interlocal agreement between the irrigation and the county. They do not expect any costs overruns, there's an obligation on the irrigation and county side. If in case of any overruns, they'll bring it to commissioners court for discussion or action.
The constable advised that there is an specific step-and-grade for the deputy. Guerra added that for a regular full time deputy the salary is $36,342 which falls in the step-and-grade that the county approved.
The constable disclosed that this position is needed due to the amount of illegal dumping, theft of water, theft and damages of irrigation pipes. He further explained that because the irrigation district is a separate entity than precinct 3, they went into an agreement to fund the deputy.

Jaime Longoria disclosed that the community needs assessment is a required process for every community action agency that receives funding under The Community Services Block Grant Act. Since the agency receives about $1.6 million dollars, they undergo the process to reach out to the community and try to understand the needs of the low income population in Hidalgo County. The process was conducted 3 years ago, and this time in December of 2017, they began that process once more.
They formed a committee of staff members along with board members and community members.
Part one of the process was the quantitative portion, were they collect all data from workforce solutions, by the U.S. Census Bureau, Texas Education Agency, Texas Department of Health, Hidalgo County Health Department, and others. The second process was the qualitative portion which involves community needs surveys. In this case, they surveyed 380 residents along with interviews with organizational leaders and elected officials. Together with that, they also conducted three open forums in La Blanca, Weslaco and Las Milpas.
According to Longoria, the conclusion is that Hidalgo County has high unemployment rate, 50% of population lacks basic literacy skills, 31% of the population is below federal poverty and 1/3 lacks health insurance.
The agency is looking to partner with other local agencies to find a way to assist. In addition, they'll also try to work with special population as the Deferred Action for Childhood Arrivals (DACA) students, veterans and foster care kids.
The actual assessment will be send to the Texas Department of Housing and Community Affairs on June 1.
