Presentation from Office of Emergency Management Coordinator Ricardo Saldana on the 2018 Atlantic Hurricane Season and what residents should do to prepare, as well as information on the Hidalgo County Dare to Prepare fairs.

Emergency Management Coordinator Ricardo Saldaña updated the public on the new  2018 Atlantic Hurricane Season which began on June 1 and runs through November 1. As preparations for the new hurricane season, emergency management has met with met with the precincts, health officials, local and city partners. According to the Atlantic Season forecast, there will be a total of 10 to 16 named storms with 5 to 9 becoming hurricanes and 1 to 4 becoming major hurricanes. 

Saldaña added that it is expected to have 70 to 90 days of triple digit numbers. Limited rainfall is also expected during between the months of  May through July.

 The 2018 "Dare to Prepare" hurricane community fair will be held in Monte Alto CRC, San Juan CRC, Endowment Community Center, Progreso CRC, South Tower (Alamo) CRC.

Food Bank RGV representatives Philip Farias and Libby Salinas announced the Commodity Supplemental Food Program, also known as the cheese program, which targets residents of Hidalgo, Cameron and Willacy counties, 60 years and older that live with less than $1,300 per monthly income.

Resolution in Honor of Ernest Edward Gonzalez for being named Governmental Collectors Association of Texas, 2018 Top Collector of the Year.

Commissioners Court approved a Resolution honoring Ernest Gonzalez for being named Collector of the Year at the 19th Annual (GCAT) Conference. Gonzalez was acknowledged by Hidalgo County Clerk Arturo Guajardo, Jr. and County Clerk's Collections Supervisor Juan Perez, for having collected $200,000 for the fist quarter of the year.

1. Discussion and approval of the Addendum to the Tax Abatement Agreement between Hidalgo County and The Hidalgo County Wind Farm LLC (Phase I).

Michael Leo noted that this is just an addendum and nothing is being changed. This is the wind farm Phase 1 agreement that was approved by court on December 2014. According to Leo, the agreement stipulates that once the auditor's office provides validation of capital investment they come back to court with the addendum to that agreement. 

On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.

Fern McClaugherty asked for a report status that benefits the public, she also questioned the benefits of the abatement for the public. Additionally, according to McClaugherty the court does not explain detail information to the public. 

Regarding the comments by McClaugherty, Michael Leo informed that this particular projected invested over $250 million dollars, a lot of it was construction dollars which induced local economy. Additionally, there were indirect jobs and permanent jobs that were created. Also, there was an impact to the land owners, about 50 land owners entered separate agreements with the companies. Further, Leo noted that the county is not abating all taxes, the county still retains a percentage of new tax increases. During the abatement period the county retains about 30% tax, once the abatement period is over the county collects 100%.

The abatement is for a 10-year period.

2. Discussion and approval of the Addendum to the Tax Abatement Agreement between Hidalgo County and The Hidalgo County Wind Farm LLC (Phase II).

Discussion and approval of the Addendum to the Tax Abatement Agreement between Hidalgo County and Wonderful Citrus Packing LLC.

This project is located in Mission with a capital investment of approximately $28 million dollars. The money has been validated by the auditors office and are only seeking approval of the addendum. 

This is the 2nd amendment and addendum 2 to the agreement from 2016. The amendment stipulates that they had asked for construction as build plans but this is not a construction facility as the building was already there, the building was remodel. 

Leo informed that this particular benefit is due to keeping the building from closing and retaining jobs. By working with Mission EDC they were able to save the project and company, retaining over 115 jobs and adding 13 new jobs, with an additional investment of $25 million dollars.

Discussion, Consideration and Authorization to Submit a Supplemental Funding Application for a Cost of Living Adjustment (COLA) in the Amount of $682,017 and Training and Technical Assistance in the Amount of $45,753 for a Total of $727,770 for FY2018 (01.01.18-12.31.18)

Teresa Flores informed they received a notification and met with Valde Guerra to prepare an agenda item for the policy council as the turn around date is June 16. The cost of living adjustment will be across the board. 

Judge Garcia and Teresa Flores emphasized that the Head Start Program is a federal funding program and the money does not come from local tax payers money. 

Valde Guerra disclosed they met with Mrs. Flores, Sergio Cruz and Raul Silguero to discuss any anticipated costs. Flores indicated that the letter submitted with the proposal shows that a 2.6% total would be $682,017 and when the cost of living is applied in looking at the employees benefits, it is $628,087 with a variance of $52,930 which will be used for supplies and other items.

2019 Budget Process:
1. Presentation of 2019 Budget Process Calendar.

Sergio Cruz informed that they'll be starting the departmental budget entries next week, they'll be submitting all instructions and budget developmental criteria to departments by tomorrow. They expect departments to submit budget requests within the next two weeks for review. Budget workshops are expected to start in July, with the adoption of the the budget set for September 25. 

Cruz emphasized that they'll need at least 4-voting members to set the tax rate.

Proposed tax rate discussions to begin around August 14.

2. Discussion and Approval of 2019 Budget Development Criteria.

Cruz explained that this is basically the guide as to how they'll develop next year's budget. According to Cruz, they are looking at a budget development with no tax rate increase and also be able to provide employees with some type of cost of living adjustment which will be based on the consumer price index changes between the 2nd quarter of this year to the last capital improvement program that was given to employees. At the moment they are tracking about 4.4% however, depending on evaluation increases and revenue they might recommend 3.5%. 

Cruz articulated on the importance of having a balance budget for fiscal year 2019, as they've had in the past 2 years. Also, no personnel increase, as they are trying to keep increases to a minimum. Nevertheless, there are exceptions such as the 464th District Court that will become effective January 1, 2019. Valde Guerra added that he is working with the purchasing department in trying to find options at the courthouse with respect to housing the new court. 

Regarding sanitation, Cruz reported that if they privatize they should see immediate reduction of about $1.6 million in disposal fees. Right now they have roughly $3.5 million in personnel. 

Additionally, they await to maintain the current operating budget for departments, they''ll also have a review of grant positions that will be expiring and terminating others, unless there's a critical need. Also, they hope to mandate and adhere to the 90 day freeze so that positions stay vacant for 90 days.  

Sergio asked for approval of the developmental criteria.

Fern McClaugherty noted that Item.13.A. affects payers, as tax payers pay to the federal government. According to McClaugherty, the backup indicates that there are 3 employees making over $100,000

Additionally, she also stated concerns over the tax abatement tax being collected for the land that was previously used for agriculture. Furthermore, McClaugherty informed that yesterday she tried contacting Justice of the Peace Charlie Espinosa's Office and there was no answer, she visited the office and found that the office was closed due to the air conditioning problems.
