NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Judge Ramon Garcia called the meeting to order at 9:37 a.m.

All members of the court were present during the meeting.

Proclamation Declaring June 16, 2018 as International Domestic Worker's Day

Commissioners Court approved a proclamation declaring June 16, 2018 as International Domestic Worker's Day in Hidalgo County. On June 16, 2011, the International Labour Organization (ILO) adopted a landmark treaty, the Convention of Decent Work for Domestic Workers. 

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 3, JOE M. FLORES, the Court made a UNANIMOUS vote of approval.

 Vote: 5 - 0 - Unanimously

Community leaders from the Rio Grande Valley Equal Voice Network, Fuerza Del Valle Worker's Center, Mano-a-Mano, Proyecto Azteca, and La Union Del Pueblo Entero united during commissioners court meeting to support the proclamation. Criminal District Attorney Ricardo Rodriguez, Jr. joined community leaders and domestic workers, he thanked the court for the approval of this important proclamation and acknowledged the importance.

Valde Guerra informed that last week the office of Justice the Peace Charlie Espinoza closed due to air conditioning issues and did not notified the executive office of the problem. Guerra stated that he wasn't made aware of the issue and did not report any ongoing situation to the court.

Avila explained that this is the additional funding they're receiving from the Texas General Land Office for the outfall.

Resolution opposing separation of undocumented children and parents

Precinct 4 Commissioner Joseph Palacios presented a resolution advocating in opposition of separation of undocumented children and parents. The resolution supports family unity as a core American value and human right. 

Fern McClaugherty asked if this resolution also supports those children who come to the United States alone. 

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.
                                                                              
 Vote: 5 - 0 – Unanimously

Proyecto Azteca Executive Director Ann Williams Cass, thanked Commissioner Palacios for presenting this resolution. Cass stated that family separation causes permanent mental, emotional and spiritual damage. 

Criminal District Attorney Ricardo Rodriguez, Jr., also thanked Commissioner Joseph Palacios for brining this resolution to court for support and approval. Rodriguez said that families and children should not be threaten.

Commissioner Joseph Palacios thanked the court for approving the resolution despite being a complex issue. 

Marcela Alejandre from La Union Del Pueblo Entero said they're worried about this alarming situation. She said children should only worry about school and not be afraid of being separated from their parents. 

Alberta Ramirez, member of La Union Del Pueblo Entero also thanked Commissioner Palacios for listening to their concerns and presenting the resolution opposing separation of undocumented families. 

Hilda Treviño thanked Commissioner Palacios for the resolution. Additionally, Treviño said they are mistreated for being undocumented and asked for consideration and justice. 

Ramona Casas from ARISE Organization and the Rio Grande Valley Equal Voice Network, thanked Commissioner Palacios once again for uniting in their effort to advocate for undocumented families.

Fern McClaugherty disclosed concerns over the financing of the new courthouse and potential high bond interest. She claimed that this will have a devastating impact to one of the poorest population in the state. Additionally, McClaugherty pointed out that the court can not keep giving tax rebates to major companies, while increasing tax burden to individual home owners.
