The director informed that under the administration of Honorable Rodriguez, this year they created the Rio Grande Valley Anti-Human Trafficking Taskforce which is comprised of federal and state law enforcement agencies.
Martinez introduced Chief Salazar with the U.S. Border Patrol, Chief Briones with Alton P.D., Chief Deputy Mario Lopez with Hidalgo County Sherri's Office, Commander Sifuentes with H.I.D.T.A, Chief Hope Palacios of the Special Crimes Division, Chief O.J. Esquivel with the Felony Division, Chief Maxine Longoria with the Civil Juvenile Division, Chief Eric Schrieber with the Hot Check Fraud Division, Constable Pct. 3, Pharr Police Department, Fuerza del Valle, and the DA's Victims Unit staff.
The director informed that this new initiative is in partnership with the Office of the Governor Child Sex Trafficking team and Homeland Security Investigations.
Accepting the Proclamation was Hidalgo County Criminal District Attorney Ricardo Rodriguez, Jr. who thanked all their partners in the federal, local, and state level.

Silguero explained that this is due to the reorganization of a section within the county clerk's office. Additionally, the human resources director informed that reclassifications apply to filled positions when duties change up or down because of legitimate work related business. Silguero stated that there is a process for this practice under the Civil Service procedures which is presented to the committee composed by the county treasurer, budget officer, and the human resources director. Again, the director said this is simply to address a change in duties.
Commissioner Eduardo "Eddie" Cantu stated he has not seen anything like this in the binder. Cantu questioned Silguero if this type of reclassification was discussed for filled positions. With regards, Silguero stated that this has been a policy for a long time and has been under the civil service handbook for years. The commissioner noted that they commented to everyone that nobody would get a reduction in pay. Again, Silguero stated that this is a personal action on itself, unrelated to the step-and-grade plan. Once more, the director noted that this is just a personnel action that the county clerk is requesting as a result of his business operations.
Chief Deputy Annette Muñiz explained they reorganized the office as a result of the construction of the new courthouse. The chief deputy reminded the court that the office is moving two departments to what was previously known as the records facility management. As a result, the office will no longer have this department, and therefore the management position has to be reclassified.
Commissioner Cantu mentioned that he has talked to Silguero about reorganizing his office and was under the understanding they could not do something like this. On that note, Silguero stated that any department can reorganize its operations.
Assistant District Attorney Victor Garza clarified that this is not a reorganization as contemplated under the civil service commission rules. The attorney explained that this is purely a reclassification based on reassignments and restructuring of the records management department by the county clerk's office. Therefore, subsequent to reassignment and restructuring the county records department, the county clerk's office found it necessary to deal with this particular supervisor position as he has nobody to supervise. Consequently, they found that it was in the best interest of the department to reclassify this position. Again, Garza emphasized that this is not a reorganization but instead a reclassification as permitted by the civil service rules.
Commissioner Palacios asked if this would legally affect the county. Further, the commissioner stated that he did not recall being part of adjusting someone's salary just by mere reclassification. Garza informed that the reclassification provisions of the rules contemplate changes in operations and duties of an individual.
Commissioner Cantu advised Garza on his decision to not take action today and instead directed him to come back next meeting to court to explain how this process works. The commissioner noted intent to understand the process as he wasn't aware something like this could happen. On that note, Commissioner Palacios added he too needed more information and agreed on taking no action.
Commissioner David Fuentes commented that there needed to be disclosure to the employee. According to Garza, the employee has been made aware of the reassignments and the subsequent situation related to those reassignments and the lesser role he is being asked to consider. Commissioner Fuentes asked if there was another position equal to their pay as it is not fair to get a $10,000.00 reduction in pay. In reference, Muñiz said that it has been discussed with human resources as this has been something they have been working on for months. However, she emphasized that it is hard to justify leaving the same salary when the person does not have the same responsibilities. Once more, the chief deputy stated that this is all the result of the construction of the new courthouse and the responsibility they have to serve constituents.
Garza informed that this position is funded through the records management account which has very narrow types of duties. Further, Muñiz restated that when this position was created it was solely created for records management to supervise that department but now due to the changes this department does not exist anymore.

Fern McClaugherty claimed that the court does not understand poverty and that people do not want a new courthouse. According to the objective watcher, the court approves actions on the basis of creating new jobs, but those jobs will only last maximum 3-years while the debt will last longer. Further, McClaugherty stated that the rich receive tax abatement programs.
