NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Roll Call

Judge Garcia called the meeting to order at 9:37 a.m.

Commissioner Eduardo "Eddie" Cantu was not present during roll call.

Judge Garcia led the courtroom in reciting the Pledge of Allegiance.

Opening prayer offered by Fern McClaugherty.

Commissioners Court joined Judge Garcia in a moment of silence honoring the passing of former Senator John McCain.

Approval of Consent Agenda

The court moved to approve the Consent Agenda with the exception of Items. 3.F., 7.B., and 5.B to be pulled for further discussion.

Proclamation declaring Hidalgo County is a Purple Heart County and accepting designation from the Military Order of the Purple Heart.

The Texas Military Order of the Purple Heart, presented a proclamation and road sign declaring Hidalgo County as a Purple Heart. County. Sr. Vice Commander of the Department of Texas Arnoldo "A.J." Garcia recognized representatives from Chapter 3077 out of Corpus Christi and Victoria; members from Chapter 1577 from McAllen and members from chapter 1544 out of Harlingen, Texas. 

Chapter Commander Doss Kornegay read the proclamation recognizing Hidalgo County for its admiration, gratitude and outmost support for all the men and women who have selflessly served their country. Therefore, it was officially designated that August 28, 2018 be the day in Hidalgo County, Texas to remember and recognize veterans who are recipients of the Purple Heart Medal.

On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.

Proclamation Declaring September as Suicide Prevention Month.

Yolanda Estrada-Peralez, an accounts payable supervisor in Precinct 1, and founder of the SAY YES TO LIFE foundation was present at commissioners court to accept a proclamation declaring September 2018 as Suicide Prevention Month. 

On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 4, JOSEPH PALACIOS, the Court made a UNANIMOUS vote of approval.

Commissioner Joe M. Flores appointed Ricky Villarreal from Palmview, Texas.

Pharr City Commissioner Mario Bracamontes distinguished the integral team effort by all cities and entities. 

Health Care Limited representative accepted the recognition on behalf of the entire health team.

Hidalgo County Drainage District No.1 Director Raul Sesin thanked the court for their support and recognition and gave praise to his entire staff. 

Hidalgo County Health & Human Service Chief Administrative Officer Eduardo "Eddie" Olivarez, thanked the court for the recognition but also acknowledged Chief Saldaña and the entire commissioners court for all their support.

DeAnn Economedes with the Rio Grande Food Bank, thanked all of Hidalgo County and the entire court for allowing them to serve the region. The agency was able to provide food, water and cleaning supplies to 40,000 people and distributed over 1 million pounds of food. 

Robert S. from the Church of Jesus Christ Latter of Saints and Mormon Helping Hands, appreciated the recognition awarded by commissioners court. 

Palmview Fire Department Chief Jerry Alaniz gave appreciation to the other fire departments for coming together in the time of need. 

Captain Stephen Correira thanked the court for recognizing their contribution during the disaster relief. 

City of Alton Fire Chief Javier Garcia said their first call came in at 6:45 a.m. informing 7 people were trapped on La Homa Road, the department called for additional help from the county who responded quickly. 

Judge Keno Flores, Jr. was also recognized by the court for the tremendous assistance he provided the community. Judge Flores said this event served to establish and coordinate private resources with public resources. 

Commissioner Fuentes continued to acknowledged the extended participation by Judge Flores and the RGV Food Bank. The commissioner also thanked First Baptist Church and Weslaco ISD for providing shelter for those in need and also providing housing for all the volunteers. 

Precinct 2 Constable Martin Cantu accepted the recognition on behalf of all the volunteers who are not part of an agency and helped during the floods event. 

All Hearts and Hands representative said they have been on the ground since July 4th, leveraging volunteers from around the world. The agency recognized the county for providing support  in assisting them in the recovery efforts.

Hidalgo County Fire Marshal Homero Garza credited the commissioners who volunteered in the filed during the rain event and during the recovery days and recognized the importance of the county's leadership.

Rolando Casas with the Hidalgo County Emergency Management also thanked and acknowledged the leadership by the county commissioners court and thanked all volunteers.

  • Paula Villanueva spoke about her concerns regarding the county's solid waste program. Villanueva claim that one of the reasons why the county is looking into establishing the solid waste program is to reduce the flow of heavy equipment trucks in neighborhood streets.
  • Joe Rodriguez said the fees to dispose of trash is very high. According to Rodriguez, he was ran off and intimidated physically from county property. Further, the constituent stated he's still waiting on a response by HR and Commissioner Palacios regarding a county employee.
  • Rosa Valle with ARISE Organization and resident of Presidro Estates, thanked Commissioner Fuentes for allocating funds to provide public light in the neighborhood. She also acknowledged the effort to fixing the stop signs.
  • Rosa Pimentel resident of Frontera No.3 thanked Commissioner Fuentes for allocating funds to establish public lighting.
