Tax Assessor and Collector Pablo "Paul" Villarreal introduced staff to the court.
Villarreal presented a report that informed a total collection of tax collections of $201,577,296.79 and additional $59,959,106.60 was collected from other revenue sources for a total that passed through the office of $261,536,403.39
The recap current tax collections from last year 2016 - 2017 were $176,643,278.06 and this year already 2017 - 2018 there is a collection amount of $183,546,397.83 a difference of $6,903,119.77 above last year.
2. Presentation of Hidalgo County 2017-2018 Annual Motor Vehicle Collection Report
Santos Castilleja presented the most vehicle title and registration services that the office provides such as, license plates and registration stickers, registration renewals, vehicle title transfers, etc.
As reported, the registration and title summary report motor vehicle total transaction services for 2017 were 741,201 with a collection amount of $160,413,179.71
This year from January to June 2018 a total of 417,458 transactions have been processed with a collected amount of $91,064,930.98
The renewal fee continues to be $84.00 and the title fee is of $28.00 also online processing saves $1.00
Commissioner Cantu suggested the possibility of charging a fee to the RMA for the collections.

Saldaña added that the county is still under the emergency deceleration and may extend the declaration as the storm continues moving north.

Michael Cano informed that the collection comparison through July 2017 - June 2018 $10,159,683 was collected which reflects $6 million dollars that was collected of 2016 tax year. This year from July 2017 to June 2018 the collected tax rate was 32.05% compare to a previous 30.37%
The taxpayer assistance from July 2017 to June 2018 reported were 6 demand mailings equating 107,310 statement; a total of 46,578 incoming and outgoing phone calls were placed; 7,872 property inspections/home visits were reported; and over 10,635 tax payers visited the office to work out some type of payment agreement. On the other hand, the reported litigation activities from July 2017 - June 2018 were a total of 1,576 lawsuits filed in an attempt to collect $2,861,291 out of those, 1,278 lawsuits were paid off totaling $2,128,545 the firm took in 862 judgments for about $2,315,396 and 119 tax warrants in the amount of $401,523
Cano emphasize that their last measurement is foreclosing; the tax sale program resulted in 111 sold properties resulting in $326,253 of revenue back into the county. A total of 69 properties were struck off totaling which holds a value of 420,047 the struck off properties are transfer to the tax resale program in February the resale of properties brought in $64,113 and in October the resale total $68,094
The firm introduced their interactive tax sale website that shows in detail the list of all properties for sale.

The budget includes $6,809,004 for in-kind services which requires a 20% match and is secure through partnerships and other services. As per Flores, they have a shortfall of 7% therefore having to look through every budget item to be able to meet the plan to have an increase in medical premiums with an estimated annual cost of $310,492 which accordingly, in order to obtain this they have to relocate center services. The respective consolidation has allowed for one teacher position, one assistant teacher position, and one custodial position which are vacant. Flores informed that Weslaco ISD provides them with two bus drivers and bus aids, on the other hand Mercedes and PSJA provides them with one each. Currently, they have vacancies in the transportation department but the other 4 vacancies are being reduced in the budget due to the districts providing drivers. In total, looking at personnel they were able to reduce 11 positions which allows them to make up for the increase in insurance.
