BE IT REMEMBERED, that on this 18th day of September A.D., 2018, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Board Member Eduardo "Eddie" Cantu called the meeting to order at 9:36 a.m.
Chairman Ramon Garcia and Board Member Joseph Palacios were not present during the meeting.

Open Forum
- Jim Barnes reported that the drainage meeting held yesterday was informative and received positive feedback via his Facebook page. However, several questions arise concerning the priority of projects and its transparency.
- Eva Carranza resident of South Tower Estate and member of ARISE presented the board with 2,112 signatures petitioning for public light.
- Hilda Treviño member of LUPE organization suggested the county to allocate the appropriate funds for public light and to require the appropriate infrastructure in subdivisions and to approve the new subdivision rules to include public lighting in new subdivisions.
- Fern McClaugherty said drainage should be the county's main priority. Additionally, she questioned the rental of a building for the health department. Finally, McClaugherty stated concerns over the trauma emergency preparedness level 1 center that is will be proposed at the legislature.

C. Set date, time, and place to adopt the District's 2019 Annual Budget.
September 25, 2018 at 9:00 a.m. inside the commissioners courtroom.
On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval.

Presentation of Hidalgo County DD#1 Annual Tax Collection Report 2017-2018
Tax Assessor and Collector Pablo "Paul" Villarreal presented the Hidalgo County Drainage District #1 Annual Tax Report from July 1, 2017 thru June 30, 2018 with a total collection of $32,618,914
The recap current tax collections of 2016 - 2017 reported was $28,239,934.31 compare to this year 2017 - 2018 of $29,826,562.62
The recap delinquent tax collections from 2016 - 2017 was $1,440,268.97 compare to 2017 - 2018 at $1,599,451.85 a percentage difference of 1.33%

Discussion of Hidalgo County Drainage District No. 1 Budget for 2019 calendar year.
Sesin informed that they have projected revenues of $18,608,303 with other personnel actions in the amount of $335,379 the drainage is also considering a 3% cost of living adjustment (COLA). The budget also reflects new positions in the amount of $344,875 according to Sesin these new positions are primarily heavy equipment drivers to deal with the growing needs of the district. The total increase is $1,191,773 deletion of temporary hires will save $700,076 therefore projecting a budget of $18,598,458 and they have a surplus of $9,844
As of September 11, 2018 based on what the district has unassigned and assigned combined is $21,625,586 the projected unassigned balance is of $14,619,110
Member Fuentes voiced his approval for the new positions stating that the assistance is needed.
Member Cantu said that the same cost of living adjustment that is done at the county should also be done at the district.
