NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Judge Garcia called the meeting to order at 9:46 a.m.

All members of the court were present during the meeting.

Resolution in honor of Jose L. Cazares, Jr. for being awarded Texas Dentist of the Year; the first dentist from the Rio Grande Valley to receive this prestigious award.

Commissioners Court approved a resolution honoring Dr. Cazares Jr. for being named 2018 Texas Dentist of the Year at the Texas Academy Awards celebration in Austin. A 1985 graduate of Baylor College of Dentistry, Dr. Cazares is the first dentist in the Valley to be named dentist of the year. He was chosen from 19 nominees.

The Food Bank of the Rio Grande Valley introduced their new Chief Executive Officer Ron Meijerink. 

The new CEO said he was born in Netherlands and has traveled around the world, and feels at home here in the Valley. He previously worked for the Goodwill in the Rio Grande Valley as Director of Operations in South Texas and is now looking forward to working and assisting the food bank.

Valde Guerra reported that the sidewalk issue at the courthouse was resolved over the weekend. The broken glass at the County Clerk's Office has also been replaced.

Resolution opposing the militarization of the U.S. Mexico Border.

As the proponent of this resolution, Executive Director of Proyecto Azteca Anne Cass asked the court's consideration to approve the resolution opposing the militarization of the U.S. Mexico Border. As part of the Equal Voice Network, they oppose having the army down in the border and putting up barbwire.  

13th Court of Appeals Judge Linda Yanez explained the asylum law dates back to The Geneva Conventions after WWII. The judge explained that under the law of the United States if a person presents themselves for an asylum claim, that person needs to be given due process and processed. Judge Yanez said that militarization is not a response to the immigration issue.

Judge Ramon Garcia stated his believe in protecting the borders and fallowing the law. However, the judge said he does not believe that militarizing the border is the proper way. According to the judge, the business community has previously advised that when the perception is that borders are militarized, the economy is hurt.

Christina Patino Houle Patiño of Rio Grande Valley Equal Voice Network  said they are supporting the opposition because they're witnessing the highest levels of displacements on record in the world.

Community Service Agency Executive Director Jaime Longoria presented a resolution honoring the upcoming retirement of Roberto Ayala after 34 years of service to the citizens of Hidalgo County. Mr. Ayala began his career in the community service agency right after the December freeze of 1983, assisting families affected by the freeze. Ayala was also recognized for developing the agencies fist Migrant Assistance Program.

Longoria explained that this program indicates how to provide services to people under the program. The assistance for weather trigger is at a cold temperature of 70 F and a summer temperature of 98 F. For families that qualify for payments, they can be assisted with up to 6 payments. The board has agreed on providing assistance to none vulnerable families up to 3 payments and up to 4 payments for vulnerable families.

On the other hand, the contractor control insurance program that would provide better coverage and save money for the county has mark a savings of $1.5 million.
