Resolution in Honor of Israel "Buddy" Silva, Jr. for 40 years of public service to Hidalgo County
332nd District Court Judge Hon. Mario E. Ramirez Jr. presented a resolution honoring the upcoming retirement of Israel "Buddy" Silva Jr. for his 40 years of dedication service to the county.
Buddy began his career with the Hidalgo County Juvenile Probation Department in 1978. Mr. Silvas was involved in the planning and overseeing of the $1.5 million post-secure adjudication Juvenile Boot Camp Facility; and has been awarded Outstanding Juvenile Administrator Award, the Sam Houston State University Award for his scholarly contributions, the Charles W. Hawkes Life Time Achievement Award and the Texas Institute on Children and Youth Paul Christian Award for Going the Extra Mile to Help a Child. In 2018, the Texas Institute on Children and Youth awarded him with The Bill Anderson Pioneer Award for Outstanding Service to The Children of Texas.
On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval.

Annette Muñiz reported that the auditor's office disclosed concerns on two of the bonds, and are currently working with the executive office and legal in trying to correct or change the process. According to the chief deputy, the issue is that once the bond is filed at their office, the county clerk's office does not have the authority to tell someone if the bond is incorrect or not. Therefore, according to Muñiz, the best thing is not to have the bonds be brought to the county clerk's office until everything is correct.
Commissioner Cantu asked the deputy if they have reached out to the elected officials who are set to take office in 2019. On that note, Muñiz reminded the commissioner that the county clerk's office does not reach out to anyone.
Valde Guerra informed that in this particular case, these two bonds did not go through the executive office and were filed directly. However, he will be working with elected officials to ensure they meet the requirements of the statute with respect to the limits of the bonds and who they're made payable to.

The HR director informed that minor changes are related to four divisions, administration, emergency management, public affairs and economic development. The new judge is requesting a multi-lingual Communication Specialist II. Silguero noted that the net impact is of $26,000.00

The HR director explained that this is due to minium wage for 2019. The hourly wage for Step 8 is $12.42 and Step 7 is $12.00 it was indicated that the elections surveyor technicians exists at the moment and need to be re-approved.
