Silguero informed that he and Sergio Cruz have been working with Commissioner Torres with regards to staffing and funding. According to Silguero, the commissioner has determined that she needs to make an initial reduction in the drainage program. However, this will affect three positions, they are working to figure out if these positions can be place at other precincts. This will affect the employees starting Friday, January 19th.
Commissioner Flores joined the meeting.
Silguero explained that they have to use seniority.
Commissioner Cantu inquired as to how these people get paid. With regards, Silguero informed that they get paid from the Road and Bridge budget and other revenues.
Commissioner Fuentes emphasized that this action will affect families and they must try to find a way to offer the employees the best compensations available. The commissioner encouraged Silguero to make available the best resources HR can offer to assist the employees during this change.
Commissioner Cantu asked if there would be a way that the county may provide two weeks notice to the employees as a way to make arrangements. Commissioner Torres explained that based on the financial situation the precinct is in, prolonging this action for two weeks will be a continuous strain.

Discussion, consideration and all appropriate action on the attached reduction in force list as per Section 3.04 of the Civil Service Commission Rules, effective 01/18/2019.
On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 4, ELLIE TORRES, the Court made a UNANIMOUS vote of approval.

2. Presentation of the scoring grid for the purpose of ranking by Commissioner’s Court of at least three (3) professional engineering firms from the county’s approved “pool” as graded and evaluated by the City of La Villa, Urban County Program and Hidalgo County Purchasing Department, in connection with and funded through Hidalgo County Urban County Program Year 31 (2018) City of La Villa – Water/Sewer Improvement funds.
Judge Cortez questioned if this takes their ability to hire someone because they are forced to take the highest ranking. Diana Serna explained that the process they follow through the use of federal funding is that they only evaluate the three firms because these funds were allocated to the City of La Villa and they have some say in who works in their city. However, Serna said that because they don't allow the city to make the determination itself, the city evaluates those three firms, as well as Urban County.
Martha Salazar disclosed that the Professional Procumbent Act (22.54) requires that engineers, architects and surveyors must be selected as most qualified.
The judge restated that his concern is that they are delegating the ranking to someone else and is taking the opportunity away from the commissioners court. Salazar informed that the packet could say that it can be commissioners court or a committee, assigned by or designated by the court.
Once again, the judge inquired on the type of complicity of the work.
