BE IT REMEMBERED, that on this 29th day of January A.D., 2019, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

The following items are of a routine or administrative nature. The Drainage District #1 Board has been furnished with background and support on each item, and/or it has been discussed at a previous meeting. All items will be acted upon by one vote without being discussed separately unless requested by a Board Member, in which event the item or items will immediately be withdrawn for individual consideration in its normal sequence after the items not requiring separate discussion have been acted upon. The remaining items will be adopted by one vote.

On motion by BOARD MEMBER PCT. 3, JOE M. FLORES, seconded by BOARD MEMBER PCT. 2, EDUARDO “EDDIE” CANTU, the Board made a UNANIMOUS vote of approval.

A.  Ratification of the fully executed Change Order No. 6, reflecting an increase of twenty two (22) contract days, in connection with Contract No. C-HCDD1-18-003-02-06 -Hidalgo County Drainage District No. 1 "Alamo Lateral & Cesar Chavez Drain Phase II Improvements (North of Canton Crossing, Canton Crossing, Alberta Crossing & Tower Crossing" with Venser Contractors, LLC, as recommended by HCDD1 Engineer, Mr Noe Saldivar, P.E., and approved by Mr. Raul E. Sesin, P.E., CFM. HCDD1 General Manager.

B.  Ratification of the fully executed Change Order No. 7, reflecting an increase of fourteen (14) contract days, in connection with Contract No. C-HCDD1-18-003-02-06 -Hidalgo County Drainage District No. 1 "Alamo Lateral & Cesar Chavez Drain Phase II Improvements (North of Canton Crossing, Canton Crossing, Alberta Crossing & Tower Crossing" with Venser Contractors, LLC, as recommended by HCDD1 Engineer, Mr Noe Saldivar, P.E., and approved by Mr. Raul E. 2.  Raymondville Drain Project  - Work Authorization No.20 GCM - Request approval of Engineering invoice # U9444.103/812-20.05 in the amount of $111,500 to S&B Infrastructure, LTD  pertaining to General Contract Management for the period of September 16 though December 1, 2018. P.O. 633322-18.

4.  Alamo Expressway Drain Extension - On Call Services- Proposal # 8 - Request approval of Engineering Invoice #10400 in the amount of $15,000 to Quintanilla, Headley and Associates for Surveying Services on the Alamo Exp Drain.- 6 parcels P.O. 635489.

5.  Delta Regional Water Management - Supplemental  No. 1 to Work Authorization #1 - Request approval of Engineering Invoice #11327360 in the amount of $19,885.16 to L & G Consulting Engineers, Inc. for Engineering services related to Project Management, Coordination and Administration for potential funding  sources and development of funding application to be eligible to receive state funding. P.O. 632196-18.  Services for the Month of December 2018

6.  Edinburg Dry Lake Bed Seminary Lake -Part of the Delta Regional Water Management - Contract  C-HCDD1-18-063-12-04 - Proposal #3 -  Request approval of Invoice # 10430 in the amount of $10,500 to Quintanilla, Headley and Associates, Inc. for Engineering service for surveying on the Edinburg Dry Bed done  January 2019. P.O. 636322.

Approval to exercise the District's sole option to renew/extend the contract for "Auctioneer & Storage Services" with Rod Robertson Enterprises, Inc., for the Second (2nd) and Final one (1) year extension option, under the same, rates, terms, and conditions as stated in the contract number C-HCDD1-17-003-02-06, with extension date effective February 06, 2019 through February 05, 2020.  Subject to compliance with HB1295.
