Maryann Denner thanks the Court for the welcome as the new Chief Probation Officer. She informs the court her intentions to make the department as transparent as possible. She also encouraged the community to be involved with the department. She stated the department was in need of girls and boys programs. She also believed a 90 bed facility is not sufficient for an area of this size.

Mike Risica thanks the Court for the acknowledgment and stated the Rio Grande Livestock Show is the largest running event in the valley. It has been running for over 80 years; with more than 300,000 people attended the show last year. He added 1.8 million in scholarships and prizes have been awarded thus far.

Consideration and approval of a resolution for creation of two Hidalgo County Courts at Law No. 9 and No. 10.
Judge Arnold Cantu and Judge Albert Garcia discuss the need for the additional 2 County Courts. Judge Cantu stated in 1990 the counties population was roughly 450,000; today that population is around 1.4 million. This growth, however, has not come without the growth of crimes as well. He states the courts are "under served" and "over loaded" in Hidalgo county. He also states that each of the County Courts have a backlog of roughly 2000 cases. These courts are not being requested for immediate use. They are being requested for when the space and funding is available; when the new court house building is completed. The projected creation of these courts is for 2022, which will correspond with the next election cycle. Judge Cantu compared Hidalgo County to El Paso County where the population difference is about 40,000; however they outnumber Hidalgo County by four additional county courts.
Commissioner Cantu requests numbers that will support the judges request for this 1.2 million annual expenditure. Judge Cortes states that although much information is still needed to be able to create these courts; the dialogue has started on the need for these courts. The resolution is just to say a dialogue has been created and will continue thru the necessary process. Commissioner Cantu affirms that approval of this resolution does not commit the Court to the creation of these additional courts.

Oscar Garcia, JACOBS project manager, updated the Court on the construction of the new court house. All of the work that has currently been done has been below grade/ground. The shoring and decking for the second floor and parking garage will be going up some time in March. The slab on grade is moving from east to west with the full slab being completed by the end of March.
Commission Cantu asks if retainage will be returned as some of the items start to get completed. Mr. Garcia stated all that has been held at 10% will be reset to 5 % and returned with interest to Morganti for distribution. Regarding the retainage on items already completed from the early package; there will be a 6 month post completion of work period before the retainer is returned. However, that will be brought to the Court for approval before it gets distributed.

Teresa Flores from Headstart, gives the Court a breakdown of the Cost Of Living Adjustment (COLA) application. She states upon approval there will be an increase in COLA of 1.27 % with a total COLA funding of 476,368. The department was able to extend the amount to 2.0% for all employees. The COLA amount will be 376,264 with net balance of 100,104. The balance of 100,104 will be used to relocate a classroom modular buildings from San Juan II center area to the Edinburg IV center area on Richardson Rd. This will accommodate 60 children who are currently at the Edinburg I housing complex known as the Albores which will be demolished. The Non-Federal Match is 119,092 which is 20%. The total application will be for 595,460.
The COLA budget cycle does not run concurrent with the Hidalgo County budget cycle. The Head Start department was given a deadline of March 1, 2019 to submit this application for approval. The Head Start department does not have control of the COLA budget cycle.

Fern McClaugherty had concerns about the need for an additional criminal court. She questions if the board has spoken with any Justice of the Peace offices and if there has been any input from anyone in the county. She questions why some are allowed to speak in Open Forum during Drainage but she has to wait till Commissioners Courts Open Forum. She also asks the board to look into the potential inappropriate use of county vehicles to elected official offices.
