NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. As suggested by the County Auditor via letter submitted to the County Clerk, the County Clerk is seeking indemnification of $100 for a counterfeit bill accepted by the Collections department in September 2018.
Commissioner Eduardo "Eddie" Cantu joined the meeting.
County Clerk's Internal Auditor Berenize Alvarado, informed the Court of the measures the County Clerk's Office takes to detect counterfeit bills. She stated the department has three steps to detect counterfeits; Security Features such as watermarks and Security Threats, Counterfeit Detection Pens and Counterfeit Detection Machines. The counterfeit bill passed two of the three measures. The Clerk's Office has since taken the added step of providing the Collections department with its own Counterfeit Detection Machine so that all bills can be passed through it prior to giving out receipts.

Mr.Eduardo Estrada informed the Court about an incident that occurred on Saturday June 22, 2019 at 11:54 a.m at the Waste Collection Site in Precinct 4. He stated the site was closed when the posted signed said the location did not close until 12 p.m. He requests the Commissioners to put a clock at the gate to assure the locations do not close before the posted times.
Ms. Fern McClaughtery raised concerns with an article in the paper regarding the purchase of trucks that appeared to be stolen since the VIN numbers did not match. She also raised concerns with McAllen Mayor Jim Darling being reappointed to the Rio Grande Regional Water Authority Board again. She stated he had been on the board for 22 years and questioned if the position had term limits.
Martha Sanchez, from LUPE, requests for the Court to allocate fund from the budget for infrastructure in the colonias. She stated there are still colonias who lack infrastructure because there is no line item on the budget. She thanks Commissioner Joe Flores and Commissioner Ellie Torres for taking the time to talk with them about privatizing waste collections. She stated she is still pending a meeting with Commissioner David Fuentes. She also stated the one thing that is very clear is the public does not want the additional cost of the waste collection to be assessed to the taxes.
Joe Rodriguez raised concerns with the bar ditches throughout the county. He stated some of these ditches have not been cleaned out in many years and with the recent floods it makes it difficult for the water to drain. He questions the counties use of FEMA funds to repair roads instead of replacing them entirely. He also question if anyone is checking the drainage requirements on all the new subdivisions being approved thru Commissioners Court.

Chairman Judge Richard Cortez adjourned the meeting.
On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 4, ELLIE TORRES, the Court made a UNANIMOUS vote of approval.
Vote: 5 - 0 -Unanimously
