COMMISSIONERS COURT MEETING
July 9, 2019

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Roll Call

Judge Richard Cortez called the meeting to order at 10.01 a.m.
All Commissioners were present during roll call.

Commissioner Eduardo "Eddie" Cantu motioned to recess the meeting at 10:01 a.m.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 4, ELLIE TORRES, the Court made a UNANIMOUS vote of approval.

Vote: 5 - 0 -Unanimously

(The Court moved back to Workshop)

Commissioner Eduardo "Eddie" Cantu motioned to reconvene the meeting at 10:53 a.m.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 4, ELLIE TORRES, the Court made a UNANIMOUS vote of approval.

Vote: 5 - 0 -Unanimously

Pledge of Allegiance

The court was led by Veteran Crystal Ortiz, United States Army Specialist, the entire court recited the Pledge of Allegiance.

Opening prayer was offered by Misti Palacios.

Presentation of a report by Gary Looney, Alamo Ins. Hidalgo County's Group Health Plan Consultant on the procurement packet drafted in collaboration with Benefits Dept. and DBM including but limited to discussing any additional input [ through Q & A] by CC on  any changes, inclusion/exclusions, deletions, modifications to the RFP components [benefits plan specifics, agents or no agents, prescription benefits plan, etc.] for the purpose of finalizing and action approving  the Request for Proposal procurement packet content [after approval as to legal form] and authority to advertise the project and releasing the packet after first publication to interested parties.

Commissioner David Fuentes motioned to proceed as discussed inclusive of comments made in the Workshop and any other further discussions in the meeting and incorporate all those changes and approve the RFP for advertisement.

Agents appointed will be subject to approval by Commissioners Court

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 3, JOE M. FLORES, the Court made a UNANIMOUS vote of approval.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval.

Vote: 5 - 0 –Unanimously

2. Discussion and approval to create a Tex Net Account for LPPF related IGTs.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval.

Vote: 5 - 0 –Unanimously

3. Discussion and approval to authorize the Direct Deposit of funds for LPPF related IGTs.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval.

Open Forum

Fern McClaugherty thanks Commissioner Eduardo "Eddie" Cantu for clarifying what LPPF was. She wants to make sure someone is monitoring the monies available and allocated in these accounts. She still had concerns with regard to the newly purchased vehicles that had questionable VIN numbers.

Joe Rodriguez wanted to make sure work orders are being worked on in a timely manner. He still had concerns with ditches that might still be clogged from recent floods; and wants to make sure these are worked on before hurricane season.

Commissioner David Fuentes thanks his fellow Commissioners for their help and support in Precinct 1 with the recent floods. He also thanks the other departments that helped get resources to the Precinct.

Chairman Judge Richard Cortez adjourned the meeting at 11:09 a.m.
