NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Presentation of Hidalgo County DD#1 Annual Tax Collections Report 2018-2019
Mr. Pablo Villarreal updates the Board of the Annual Taxes collected for 2018-2019. The County collected a total of $31,170,448.60 in taxes; 1.3 million more than last year.

Presentation by Burton McCumber & Longoria, LLP of the Hidalgo County Drainage District's No. 2018 Comprehensive Annual Financial Report and audit.
Mr. Longoria updates the Board on the Drainage Districts audit report. The Drainage District had a total general fund of $17.9 million dollars with expenditures of $19.8 million. It did had a $3.6 million dollar overage. However, most of the overage was due to the rain event. Commissioner David Fuentes recognized that the the Drainage District's overage was not due to misappropriation of funds. Judge Richard Cortez asks Mr. Longoria his opinion on the districts ability to stick to the budget. Mr. Longoria informs the Board the overage was due to events that occurred not because of unnecessary amendments. Commissioner Eduardo "Eddie" Cantu inquires if there is anything in the districts history that indicates repeated deficiencies. Mr. Longoria informs the Board he did not recognized any deficiencies that had been repeated over the years.
On motion by BOARD MEMBER PCT. 1, DAVID FUENTES, seconded by BOARD MEMBER PCT. 2, EDUARDO “EDDIE” CANTU, the Board made a UNANIMOUS vote of approval.

3. Approval to use Hidalgo County's CCP Salary Table that has 11 steps and 21 grades, 3.5% difference in salary by step, every step is 3.5% increase and 8% difference between grades.
4. Approval of the CCP Plan Classified Positions List including assigned pay grades and related job descriptions.
5. Approval of the CCP revised Salary Schedule effective 01/01/2020
6. Approval to submit plan revisions to the Civil Service Commission.
