NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a REGULAR MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Ms. McClaugherty questions what the County does to help the voting turn out. She informs the Court the County has 370,000 plus registered voters but many do not show up to vote. She stated something needs to be done to get the people out to vote.
Elections Administrator, Yvonne Ramon, is in agreement with Ms. McClaughtery. She recognizes it is not enough to just register to vote we need to be accountable for voting as well. She stated her department is very active in exposing the public of the need to vote. She stated the department is very active on social media so as to keep the public informed. However she recognizes that alone is not enough to get voters to come out.

Recognition of Health and Human Services Department for receiving a Gold-level certificate, the highest recognition by the Texas Healthy Communities Program for its efforts to reduce cardiovascular disease, stroke, and other chronic diseases.
Health and Human Services Chief Officer, Eddie Olivarez, acknowledges Mr. Rick Salinas who is responsible for this recognition. There are currently 19 out of the 21 municipalities with nonsmoking and vaping ordinances due to a partnership from Mr. Salians and the Heart Association. Mr. Salinas was presented with a plaque in recognition of this achievement.

Discussion/Approval to Submit the Following 2020 Budget Applications:
a. Department of Health and Human Services (DHHS).
b. Texas Department of Agriculture (TDA)
Executive Director, Teresa Flores, informs the Court of funds obtained for the Head Start Program. The money will be used to purchase 10 buses.
The department applied for funds at the beginning of the year. The program was allotted $27,389,796 for program operations and $322,586 for technical assistance and Head Start is responsible for a 20% match. The 20% match is $6,917,096. There was also a 6% increase in insurance ($298,921); however the amount allotted was not increased. Therefore; the program realigned positions and cut positions to allocate deficient funds. They also partnered up with local schools to house some of the programs to offset the $298,921 deficiency. The Texas Department Agriculture also allotted $3,487,655 to feed the children in the program.
Commissioner David Fuentes commends the program for the partnerships it has created with the local schools. He recognizes the impact this will have on the children. He also congratulates the program for balancing its budget.
