SPECIAL MEETING - October 8, 2019

BE IT REMEMBERED, that on this 8th day of October A.D., 2019, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Judge Richard Cortez called the court to order at 9:31 A.M.

All Commissioners were present, except for Commissioner PCT. 1 David Fuentes, but he later joined the meeting in the discussion of Item 6.A

Marco Lopez, from L.U.P.E issued an invitation to upcoming Gala.

Mr. Sanchez expressed his gratitude towards the Court, and Commissioner Flores for the support on the issues of drainage and waste.

Approval of Consent Agenda - (Audio reference 3m:36s of Part 1)

Mr. Sesin recommended approval for the Drainage District Consent Agenda.

Requesting approval to submit an Environmental Narrative & Funding grant application to the US Department of Commerce Economic Development Administration (EDA), for the FY2019 Disaster Supplemental Notice of Funding Opportunity with funding match for the purchase and installation of two vertical pumps for Weslaco Commerce Drainage Area Basin within Hidalgo County Precinct 1 and approval for Drainage District General Manager to execute application and any subsequent forms. 

Raul Sesin stated, $587 million were available nationwide, and $50 million were available for Texas. He stated that there is a request for submitting an application for 2 pumps. He also stated, that this grant is up to 80% funding, making it a 20/80 match. Bond monies from PCT. 1 would be utilized to match the cost.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval.

Vote: 4 - 0 -Unanimously

Requesting approval to complete and submit the attached credit application document required by BRIGGS Equipment including authority for General Manager or his designee to execute document.

On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval.

Vote: 4- 0 - Unanimously

2018 Bond Referendum Projects: (Audio reference 5m:37s of Part 1)

Requesting approval of Interlocal Cooperation Agreement with Hidalgo County Irrigation District 16 as it relates to maintenance of the PD- Lateral, subject to final legal review.

Raul Sesin stated that the Irrigation District has one of their main canals along Iowa Rd, and the western portion of the county. The Irrigation District is receptive in partnering with the county. Mr. Sesin recommended approval.

 

On motion by COMMISSIONER PCT. 3, JOE M. FLORES, seconded by COMMISSIONER PCT. 4, ELLIE TORRES, the Court made a UNANIMOUS vote of approval.

Vote: 4 - 0 - Unanimously
 

Commissioner Fuentes joined the meeting.

Sesin stated on the 17th of October, an update meeting with the Drainage Advisory Committee will be held. The public is welcome to attend. The meeting will be held from 11:30 A.M to 1:30 P.M. at the Commissioners Court.

Vote: 5 - 0 -Unanimously

Drainage District #1 Board are now hereby adjourned.
