BE IT REMEMBERED, that on this 29th day of October  A.D., 2019, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Judge Cortez called the meeting to order at 9:34 A.M.

All members were present, with the exception of: COMMISSIONER Joe M. Flores, PCT. 3 and COMMISSIONER, Eduardo "Eddie" Cantu, PCT.2

On motion by COMMISSIONER PCT. 4, ELLIE TORRES, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval on Item 5.A

Valde Guerra stated for the record there was a public participation form, Ms. Fern McClaughtery: (Audio Refernce 4m:24s)

According to Ms. McClaughtery, she expressed concerned on the many approvals given to PCT. 5, and would like the Court to keep vigilant on precincts' productivity.

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 4, ELLIE TORRES, the Court made a UNANIMOUS vote of approval on Item 5.C.1

Valde Guerra stated for the record, there was 3 public participation forms:

First, Ms. Fern McClaugherty stated her concern on the increase in taxes and fees, and according to Ms. McClaugherty, how these approvals will effect the citizens of Hidalgo County. (Audio Reference 7m:01s)

Mr. Brian Hackal - According to Mr. Hackal, an illegal junkyard has been operating in his sub-division, and expressed his concern on this issue. (Audio Reference 9m:29s)

Last participant, Diana Huallpa, issued an invitation to the Community Wellness Expo, November 2, 2019 from 8:00 A.M. to 11:00 A.M. at Hidalgo County Pct. 2 Indoor Sports Complex. (Audio Reference 13m:27s)

Judge Cortez adjourned the meeting at 9:47 A.M.

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 4, ELLIE TORRES, the Court made a UNANIMOUS vote of approval.
