Commissioner Eddie Cantu motioned to approve the agenda excluding Items 3.A, 3.X, 3.Z, seconded by Commissioner Flores. Commissioner Flores and Cantu then both rescinded their actions after Martha Salazar asked the Court not to take action on Item 10.E. as well.
Valde Guerra stated once again to pull out Items 3.A, 3.X, 3.Z, and 10.E. from the Consent Agenda.

Yvonne Ramon stated that on July 16,2019 the Court approved a Security Audit from DIR AT&T for the Elections Department. The security survey has already started, and they will be doing an assessment November 20th and 21st of 2019. She further stated the the Secretary of State is funding this security audit and is looking forward to the assessment. Lastly, the City of Alamo is having a run-off, and the city asked that the election day be on a Saturday, December 7th. The voting site for this election will only be held at Sgt. Fernando De La Rosa Library.

Ms. McClaugherty asked the Court to elaborate on the meaning of the increase of $12,167,852.00 to the sum of the construction for the new courthouse.
In which Valde Guerra responded that this was an actual action item that was discussed in a prior Commissioners Court meeting.
Commissioner Cantu then stated that this item was approved in April, but it was not added to the actual guaranteed price.
Oscar Garcia from Jacobs, then elaborated that the sum will be for the level 5 build out, which is the additional 6 court rooms, the level 3 build out, and some other miscellaneous projects.
Judge Cortez then asked when will an update report be given on the construction of the new courthouse, in which Valde Guerra responded that a report from Jacobs will be given on December 1st.

Ms. Fern McClaugherty expressed her concern on the expense of security for the new courthouse construction site. According to Ms. McClaugherty, she stated that the expense for security should be the contract manager's responsibility, and not the County's.
Ms. Francis Loredo expressed her concern for her neighborhood concerning the speeding vehicles that go through their streets. She asked if speed bumps and more signs could be implemented and/or replaced.
