Veteran Alejandro Figueroa led the Court in the Pledge of Allegiance. Figueroa served in the United States Marine Corps as an E-5 Sergeant from 1997-2000.

Status update on Hidalgo County Wellness Program (Audio Reference 33m:30s)

Diana Huallpa gave a report stating that there has been an increase from 2.3% to 8.5% of employees utilizing "TelaDoc" and the net claim savings is over $40,000.00. She also reported that the number of employees registering is increasing as well. Commissioner Eddie Cantu continued to encourage the county's employees to use "TelaDoc", and to participate in the upcoming events.

No action was taken on this item.

Discussion, consideration, and action regarding written Resolution and ballot selection of Appraisal District Board of Directors for 2020-2021 (Audio Reference 11m:08m)

Valde Guerra stated that there was a Public Participation Form from Ms. Fern McClaugherty, who asked the Court how the nominees names are selected and put on the ballot, and what were the qualifications needed to be on the ballot.

Valde Guerra introduce Chief Appraiser, Rolando Garza, who stated that the nominees are selected by the taxing entities that vote for the board of directors, which would be the county, the cities, and the schools. These entities vote for the nominees that are on the ballot. He then stated that the qualification needed is that the nominee has to be a resident of Hidalgo County.

Commissioner David Fuentes gave his 239 votes to Joe Olivarez, Commissioner Eduardo Cantu gave his 239 votes to Eddie Bentacourt, Commissioner Joe Flores gave 209 votes to Amador Requenez and 30 votes to Joe Olivarez, Commissioner Ellie Torres gave her 239 votes to Albert Cardenas, and Judge Cortez gave his 239 votes to Eddie Bentacourt.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval to accept votes submitted.

Pursuant to Chapter 465 Local Drug and Alcohol Education Programs, Sec. 465.003, presentation on the Hidalgo County Health & Human Services Drug and Alcohol Abuse Advisory Commission's activities. 

Dr. Linda Nelson with UTRGV School of Medicine gave the presentation. She stated that counseling visits, along with social work visits are increasing. Dr. Linda Nelson did want to emphasize on the "Threat Incident Case Program". She stated that they have developed a curriculum at the request of Juvenile Justice to address the children between 12 and 18 years of age who have made threats to schools or terror. She stated that the program is doing well, and is currently serving 69 high school students. She also stated that they will continue to work with the same schools, and are venturing into working with new schools as well.

Mr. Gary Looney gave an overall review, and after interviews with various providers and evaluation of services offered by each provider, Mr. Gary Looney recommended to contract with the Deer Oaks Employee Assistance Program for 3 sessions. He stated that Deer Oaks has a substantial network of providers in Hidalgo County, making their offer the best value for the county.

Second participant was Marcela Alejandre, in which she expressed her gratitude towards Commissioner Ellie Torres of Pct. 4 and the workers involved for supporting the cleaning up of their colonia by providing containers and service.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval to adjourn the meeting

Vote: 5 - 0 -Unanimously
There being no further business to come before said
