NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a REGULAR MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Judge Cortez called the meeting to order at 10:02 A.M. All members of the Court were present with the exception of Commissioner Joe Flores.
The Court recessed the Commissioners' Court Regular meeting to continue on with the Drainage District meeting. (Audio Reference 15m:35s)
On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval to recess the Commissioners' Court Regular meeting.

Veteran Guadalupe Garza led the Court in the Pledge of Allegiance. Mr Garza served in the U.S Army from 1944-1946 as a Private First Class. He received two Bronze Star medals for valor and a Combat Infantry Badge.

Valde Guerra stated that a public participation form was submitted by Ms. McClaugherty, in which Ms. McClaugherty asked the Court if they knew how many people of Hidalgo County would be benefiting from this agreement.
Judge Cortez stated for the record that other cities that have similar facilities have been asked to broadcast as well. He continued to explain that this agreement is on a volunteer basis and can be utilized to promote transparency and to engage as many citizens of Hidalgo County to view the meetings as possible.
On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval of item 5.A.

Judge Renee Rodriguez - Bentacourt of the 449th District Court came before the Court requesting approval to create two Juvenile Specialty Court Programs. She further explained that these two courts would be diversionary programs that would allow the court to administer specific treatments to the juveniles and would eventually save taxpayer monies. She further explained that she must have approval of creating the specialty courts and obtain a resolution in order to apply for the four grants.
Commissioner Cantu and Commissioner Torres asked how the specialty courts would be staffed, in which Mrs. Bentacourt explained that a court coordinator would need to be hired as per one of the grant's regulations, but would be compensated through grant funds. She further stated that the training that her staff would need to be able to operate the courts successfully would be grant funded as well.
The court agreed to approve subject to legal review.

Valde Guerra stated that there was a public participation form that was submitted, in which Ms. Fern McClaugherty asked what the objective of the Domestic Relations Office would be and how much the operation would cost the county. In which, Honorable District Clerk, Laura Hinojosa addressed the questions stating that a Domestic Relations Office is required for counties as populated as Hidalgo County. Furthermore, Ms. Laura Hinojosa stated that due to the fees she started collecting once she took office in 2007, they are now able to sustain a Domestic Relations Office for the county.

Ms. Yvonne Ramon with the Elections Department stated that Hidalgo County was placed first with a 9.37% in voter turn out, out of twelve counties in the State of Texas. Ms. Ramon continued to encourage the citizens of Hidalgo County to register and/or vote at any of the 73 locations throughout the county.
Judge Cortez asked Mrs. Ramon if any complaints had been submitted about any wrong doings at the voting sites, in which Ms. Ramon stated that to her knowledge there has not been any proven allegations of wrong doings at the voting sites.
