NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Judge Cortez called the meeting to order at 10:05 A.M.

All members of the Court were present with the exception of Commissioner Joe Flores.

Veteran Joan L. Garcia led the Court in the Pledge of Allegiance. Ms. Garcia served in the U.S Navy from 1957-1958.

Jaime Longoria with the Community Service Agency, began the update by explaining the top 5 needs of the lower income community in Hidalgo County. The fourth finding of the 2018 assessment was access to affordable and nutritious foods. 

Evelia Castillo, with Texas A&M Health Science Center, stated that 30% of Hidalgo County children are food insecure and 22% of Hidalgo County's senior citizens are clients that are being served by the Food Bank. She further elaborated on the consequences of food insecurities. Ms. Castillo commended the elected officials for their efforts in engaging on this issue.

Debra Franco, with the South Texas Juvenile Diabetes Association, stated the goals of the association as it pertains to providing accessible, affordable, and healthy foods for the lower income population of Hidalgo County. 

Omar Rodriguez with the Food Bank concurred with the efforts taking place on this issue, and looks forward to collaborate with the different entities involved to minimize the issue of food insecurity in Hidalgo County.

Jaime Longoria stated that he would facilitate the information to the Food Policy Council to produce a proclamation for the Court for further discussion.

Judge Cortez asked Mr. Longoria to provide the Court with the top five needs of the lower income population in Hidalgo County: 1.) Access to affordable healthcare, 2.) Assistance in obtaining job skills and training 3.) Identification of resources in the community 4.) Access to affordable and nutritious foods 5.) It was stated that there are no resources for special populations such as, DACA, veterans, incarcerated individuals, migrant farm workers, and individuals withdrawing from the foster care system.

Jaime Longoria stated that the Community Service Agency department was notified by the Texas Department of Housing and Community Affairs on the 28th of February that Hidalgo County would be receiving a 178,066.00 grant from the Federal Government  through CSBG. This grant is for families that were affected by the 2019 June 24th and 25th disaster in Monte Alto and La Villa primarily.  Those funds require a brief needs assessment to discuss what needs are still persistent. The department will compile the information of the meetings, and send the results to Austin to gain access to the funds granted.
