NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Judge Cortez called the meeting to order at 10:08 A.M.

All members of the Court were counted present during the roll call.

The Court proceeded to approve the Consent Agenda at this time.

Valde Guerra requested that Consent Agenda items 11.A 1 & 2 be pulled for further discussion.

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 4, ELLIE TORRES, the Court made a UNANIMOUS vote of approval of the Consent Agenda with the exception of Consent Agenda items 11.A 1 & 2, to be pulled for further discussion.

Vote: 5 - 0 – Unanimously

The court proceeded to item 11.A.1 & 2 of the Consent Agenda.

First participant, Jesus Mendoza, expressed his concerns with the court installing WIFI microwave devices in the new Courthouse.

Second participant, Fern McClaugherty, complimented the professional work done by enforcement officers. She also expressed her concerns with bonds. Lastly she requested that the court open the courthouse to the public. As a public participant, Ms. Fern McClaugherty expressed her concerns with agenda items 14.C, 23.B, 24.A.1, & 24.A.2.

Last participant, Joe Rodriguez, expressed his concern on the issues of drainage, pot holes, and crime in his neighborhood.

No action was taken on item 5 - Open Forum.

Micheal Cano, with Linebarger, Goggan Blair & Sampson Law Office, clarified that these properties were foreclosed on prior to Covid-19, and are vacant lots or abandoned properties. He further stated that they are not doing any foreclosures on residential homesteads. 

Commissioner Fuentes rejoined the meeting.

Yvonne Ramon stated the federal grant amount of $586,543.36 and the county match of $117,310.87.

Yvonne Ramon reconnected to stated the correct amount (Audio Reference 1h:01m 07s)

Federal Grant amount should state $586,554.36, and not $586,543.36. No further action was taken, and the clarification was noted.

After the the clarification the court resumed back to item 24.A.1.
