NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a REGULAR MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:
In accordance with section 418.016 of the Texas Government Code, Governor Abbott has suspended various provisions that require government officials and members of the public to be physically present at a specified meeting location. As a result, all or some government officials may participate via videoconference. Additionally, members of the public are encouraged to watch the meetings online, at: www.hidalgocounty.us/HClive

Judge Cortez called the meeting to order at 1:47 P.M.
All members of the board were present during the roll call.
Lora Briones offered the prayer.
There were no Open Forum participants.
The board proceeded to approve the Consent Agenda. No items were pulled for further discussion.
On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 3, JOE M. FLORES, the Court made a UNANIMOUS vote of approval of the Consent Agenda.

1. Discussion, consideration and action on changes to the 2021 Proposed Budget. (Audio Reference 03m:10s)
Raul Sesin stated that no modifications have been made to the 2021 Proposed Budget, and that the fund balance will be $16.4M, including a deficit of $942K by the end of the year. However, Mr. Sesin stated that the department will make adjustments throughout the coming year to make up for the deficit. Lastly, Mr. Sesin recommended the board's approval of the Adoption of the 2021 Annual Budget.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval on item 5.A.2.

3. Approval to set salaries, allowances and other compensation for Fiscal Year 2021. (Audio Reference 04m:16s)
On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval on item 5.A.3.

Adoption of Hidalgo County Drainage District No. 1 Tax Rate
1. Public Hearing on Hidalgo County Drainage District No.1 2020 Proposed Tax Rate of $.1026 per $100.00 valuation (Audio Reference 04m:16s)
Judge Cortez opened the Public Hearing at 1:50 P.M, in which there were no participants.
No action was taken on item 5.B.1.
2. Approval of Order setting the 2020 Hidalgo County Drainage District No. 1 Tax Rate at $.1026 per $100.00 valuation (Maintenance and Operation tax rate is $0.0545 and Debt Service tax rate is 0.04810 ) (Audio Reference 05m:09s)
Commissioner Fuentes motioned that the property tax rate be increase by the adoption of the tax rate of .1026, which is effectively a 1.58% increase in the tax rate, seconded by COMMISSIONER PCT. 3, JOE M. FLORES, the Court made a UNANIMOUS vote of approval of stated motion on item 5.B.2.
Vote: 5 - 0 – Unanimously
In continuation, Judge Cortez called for a record vote for item 5.B.2.

Requesting approval of Supplemental Agreement No. 1 to Work Authorization No. 1 of the Professional Engineering Services Contract (C-HCDD1-19-038-05-21), with KCI Technologies, Inc., for the project: “Moorefield Faysville Drain -2018 Bond Referendum Project #11A”, to reflect a revised period of service to end on October 21st, 2021 (subject Legal review and compliance with HB1295).
