NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

In accordance with section 418.016 of the Texas Government Code, Governor Abbott has suspended various provisions that require government officials and members of the public to be physically present at a specified meeting location.  As a result, all or some government officials may participate via videoconference.  Additionally, members of the public are encouraged to watch the meetings online, at: www.hidalgocounty.us/HClive

On motion by COMMISSIONER PCT. 4, ELLIE TORRES, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval of the Consent Agenda, with the exception of Consent Agenda item 7.A.

First participant, Hidalgo County District Clerk, Laura Hinojosa, came before the court to express her appreciation to all the constituents of Hidalgo County and colleagues, that participated in the county's first virtual Grand Jury Impanelment last week.

Second participant, Maria Rocha, came before the court to voice her concerns in regards to the poor internet connection in the rural area of Hidalgo County, and requested continued support in this matter.

Third participant, Jesus Mendoza came before the court to voice his concerns on the topic of electro-sensitivity.

Fourth participant, Fern McClaugherty came before the court, requesting information on the needed criteria to re-open the county.

No action was taken on item 5 - Open Forum.

District Attorney, Ricardo Rodriguez came before the court honoring Dr. Farley for her outstanding service to the constituents Hidalgo County.

Dr. Farley expressed her gratitude towards the court for the recognition.

Ms. Matamoros presented to the court a summary of the program. Ms. Matamoros stated that the 100 grants will assist first responders who have tested positive for COVID-19 in the amount of $500.00 each.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval on item 6.B.

Yvonne Ramon, with the Department of Elections, presented an update to the court. Mrs. Ramon stated that at the moment, 5,162 voters have visited the polls. She further informed the court that there are 18 days of early voting and 31 poll locations that are available. Lastly, Mrs. Ramon stated that approximately 6,000 mail ballots have been returned, the sample ballot is available for the voters on the county's website, and two phone lines have been added to help the Elections Department with the high volume of calls. First phone number is 956-587-6286 for questions in regards to voter registration, and the second phone number is 956-587-6287 for questions in regards ballot by mail. 

No action was taken on item 14.A.1.

(Audio Reference 1h:48m 58s) After Closed Session, Public Participant, Lupita Marquez from La Colonia Indian Hills, came before the court to express her gratitude towards the court for implementing solutions in efforts to better the drainage system in Hidalgo County. She further asked how these projects would assist with the bonds that have already been approved in 2018.

Legal Counselor, Josephine Ramirez recommended that Valde Guerra advise the other individuals that may have wanted to participate in the public hearing, the alternative means by which they can submit their comments, due to the fact that the phone lines were not working this morning. In which Mr. Guerra responded by stating that the participants may submit their comments via email on the county website, as well as to mitigation@co.hidalgo.tx.us.

2. Presentation regarding Hidalgo County’s Applications for General Land Office CDBG-MIT 2015 and 2016 Floods State Mitigation Competitions. (Audio Reference 13m:20s)

Raul Sesin came before the court with the presentation regarding Hidalgo County’s applications for General Land Office CDBG-MIT 2015 and 2016 Floods State Mitigation Competitions,which would comprise of two phases in the total amount of $20M. 

After the presentation, public participant from Proyecto Azteca Board, Chairman Oliver De la Garza, came before the court expressing the importance of the improvements to the county's drainage system, as well as gratitude towards the court for implementing solutions in efforts to better the drainage system in Hidalgo County.

Commissioner Fuentes ended the discussion by stating that the projects would have a positive impact on the whole county, and encouraged more participants to come forward and voice their concerns and questions to the court on this matter.

Judge Cortez officially closed the public hearing.

No action was taken on item 16.A.2.
