NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:
In accordance with section 418.016 of the Texas Government Code, Governor Abbott has suspended various provisions that require government officials and members of the public to be physically present at a specified meeting location. All members of the court were present, with the exception of Commissioner Flores and Judge Cortez.

Honorable Judge Fernando Mancias offered the prayer.
Valde Guerra requested that Consent Agenda item 9.D be pulled from the Consent Agenda for further discussion at a later time during the meeting.
The court moved to approve the remainder of the Consent Agenda.
Open Forum Participant, Fern McClaugherty, came before the court expressing her concerns on how the county is being operated under the court's administration during the COVID-19 pandemic, as well as proposed agenda items.
No action was taken on item 5 - Open Forum.
- Approval of Proclamation terminating a Local State of Disaster resulting from recent wind and rain events of July 25, 2020 which caused widespread flooding and damage to property.

Jaime Longoria, with the Community Service Agency, stated for the record that the State of Texas has imposed a maximum dollar amount for benefits and on their reduce for a households with an income of: 0% to 50% of the federal poverty level an allowance of $1,600 maximum benefit, 51% to 75% of the federal poverty level an allowance of $1,500 maximum benefit, 76% to 150% of the federal poverty level an allowance of $1,400 maximum benefit. Martha Salazar, with the Purchasing Department, stated that including in the attachment, there are two options that needed to be selected; one of them being the Cyber Liability Options 1, 2, 3 ,& 4. Mrs. Salazar recommended that the court consider Option 3, which is from Benchmark Insurance Company, which is offering a limit of $5M and a deductible of $10K in the amount of $36,885.00. Lastly, Mrs. Salazar stated that she also recommended all other options as stated on the back-up documents for Montalvo Insurance.
